Project Description

UNDP works with partners to address the interactions between governance, human rights and health responses. UNDP has a proven track record of procuring high-quality medicines and health products in more than 50 countries using open and transparent processes and is acknowledged as a strategic partner for these countries in sharing of international best practices and development solutions in strengthening national health systems. Leveraging our experience and reputation, long-term agreements with suppliers, UNDP procures medicines at a highly competitive cost, offer reliable and timely delivery of quality-assured products.

In Uzbekistan UNDP is a long-standing partner of the Ministry of Health of the Republic of Uzbekistan and its institutions, provided support in the implementation of the health programmes and procurement activities funded by the Government of Uzbekistan and the Global Fund to Fight AIDS, Tuberculosis and Malaria (GF).

In 2018, UNDP signed the Memorandum for Provision of Management and Other Support Services (MPS) with the Republican AIDS Center under the Ministry of Health of the Republic of Uzbekistan (RAC), the Principal Recipient of the Global Fund to Fight Aids Tuberculosis and Malaria (GF). The main of objective of the Agreement is to provide support to the implementation of GF grant cycle for 2018-2021. In accordance with MPS Agreement, UNDP has taken also a commitment to constitute a project team to undertake the activities described in the Agreement.

In 2019, UNDP has launched a new project with Ministry of Health on “Support to effective, resilient and inclusive governance systems for health”, # 00119180. The overall objective goal of the project is to provide support to the Government in strengthening governance system for health, particularly inclusive programmes and effective supply chain management. The project is expected to contribute to establishment of an effective system of provision of medicines and medical supplies to population, including vulnerable groups, improved access to prevention services, high quality medicines and health products for HIV treatment, non-communicable diseases (NCDs) and other socially significant diseases, and increased capacity of health sector professionals to plan, forecast and budgeting of healthcare and patient needs. The project supports Uzbekistan’s health sector reforms under the 2017–2030 Action Strategy, the 2019-2025 Health Sector Development Concept, and aligns with SDGs 3 and 16.

Key partners include the Ministry of Health, the Sanitary and Epidemiological Well-being and Public Health Service, the Republican AIDS Center, and other relevant agencies and stakeholders involved in health sector development in Uzbekistan. Under the guidance and direct supervision of the Health Programme Specialist and in close coordination with the Project Procurement Analyst, this role will provide operational and procurement support to the project. The position ensures high-quality, accurate, and consistent service delivery in collaboration with government counterparts, project teams, operations units, and UNDP programme staff in the Country Office. All activities will be conducted in alignment with the project document, UNDP corporate rules, and procedures, fulfilling the following functions.

Duties and Responsibilities

Administrative and Logistics Assistant will provide administrative and finance support to the Health Programme Specialist, including:

  • Oversee office logistics, including travel arrangements, and manage recruitment, extension, and separation processes for project personnel.
  • Support procurement in coordination with the Health Programme Specialist and UNDP Operations, ensuring compliance with UNDP rules and procedures.
  • Handle customs formalities for incoming goods, including placing cargos in customs regimen, preparing clearance documents, and coordinating with relevant state bodies.
  • Organize transportation of goods to customs warehouses and, post-clearance, to central and national partner warehouses.
  • Ensure timely clearance and transfer of all imported items, drafting Asset Transfer forms and maintaining records.
  • Prepare and manage documentation for transferring medicines and project-related goods to national partners.
  • Prepare all financial and administrative documents related to the project implementation in accordance with the UNDP rules and procedures.
  • Maintain accurate financial and administrative documents for project activities per UNDP guidelines, including expenditures, commitments, and shadow budgets.
  • Monitor and adjust project budgets, accounting for currency fluctuations; develop quarterly and annual personnel recruitment budget plans.
  • Maintain financial records, reconcile expenses and balances, and handle day-to-day transactions and reporting.
  • Advise project personnel, experts, and consultants on payments, allowances, travel claims, and other administrative-financial matters.
  • Maintain and update inventory records of non-expendable equipment following UNDP regulations.
  • Identify and address potential administrative and financial issues, ensuring timely resource allocation for project activities.
  • Promote awareness and gender equality among project staff and partners.
  • Perform additional administrative and financial duties as required for project support.

Administrative and Logistics Assistant will also take on any other duties assigned by the Health Programme Specialist that have direct relevance to the project.

Institutional Arrangement

Administrative and Logistics Assistant will perform his/her functions under the guidance and direct supervision of Health Programme Specialist.

Required Skills and Experience
 
Education:

Secondary education is required, or University degree (Bachelor`s degree) in any of the following areas: Finance, Economics, Business administration, Management, Logistics or a related field will be given due consideration but is not a requirement.

Experience:

Minimum 5 years (with secondary education) or 2 years (with bachelor’s degree) of relevant experience in administration, finance and logistics areas. 

Working experience in international organizations is an advantage.
 

Required skills

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.  
  • Strong financial and administrative skills, result and client-orientation, ability to work in a team.
  • Ability to work under pressure and with tight deadlines, ethics and honesty.
     

Desired skills in addition to the competencies covered in the Competencies section

  • Experience in handling web-based management systems.
  • Ability to handle multiple tasks simultaneously and ability to prioritize.
  • Basic gender concepts and gender issues in the country, etc.

Fluency in English and Uzbek is required. 

Good command of Russian is desirable.
