CARE Palestine is scaling up its response to support 1 million people over the next 12 months. We are seeking a dedicated and experienced Area Manager to ensure the quality and effectiveness of our response in Gaza. As the Area Manager, you will be responsible for leading a multi-disciplinary team to deliver high-quality, cost-effective programs and projects in Gaza. Reporting to the Response Director, you will oversee senior project staff and support functions, ensuring compliance with CARE’s policies and procedures. You will provide Gaza-specific input on strategies and plans, implement projects, and represent CARE at coordination meetings.

RESPONSIBILITIES:

Emergency Project Management and Implementation:

  • Monitor the humanitarian situation in Gaza and adjust activities as needed.
  • Oversee the delivery of emergency projects, ensuring donor and beneficiary commitments are met.
  • Implement adequate monitoring, reporting, and feedback mechanisms in line with CARE’s humanitarian accountability framework.
  • Promote learning and adaptive management, using data to review and improve projects.
  • Ensure sectoral activities are coordinated and integrated.
  • Uphold humanitarian principles, core values, and standards, including PSEA safeguards.
  • Submit timely reports to the Senior Management Team.

Support Functions:

  • Supervise the Gaza team according to CARE’s HR guidelines.
  • Assess and communicate human resources needs for emergency response.
  • Monitor and address ongoing HR issues.
  • Ensure staff wellbeing, including rest and relaxation.
  • Brief staff on security, social, and cultural norms.
  • Maintain constructive relationships with NGOs, UN agencies, and other stakeholders.
  • Foster effective teamwork and morale, and conduct performance appraisals.
  • Keep the Response Director and CARE Members informed about progress and significant developments.

Reporting, Partner Engagement, and Networking:

  • Ensure gender-sensitive emergency assessments and quality programming.
  • Lead the development and review of CARE’s Area Based Strategy.
  • Provide regular updates on humanitarian developments and CARE’s responses.
  • Coordinate project implementation plans and budgets.
  • Assist the Response Director with contextual awareness and donor communication.
  • Design and prepare project proposals for funding.
  • Ensure reach into vulnerable areas and integrate GBV prevention and response.

QUALIFICATIONS:

  • Minimum of 6 years of humanitarian aid experience in complex disasters in a senior leadership role.
  • Working proficiency in English.
  • Proven experience in developing program strategies and project proposals.
  • HEAT trained.
  • Experience with key institutional donors (BHA, ECHO, GFFO, GAC, SHF, UNHCR).
  • High-level management experience, including managing multi-million dollar budgets.
  • Strong understanding of the humanitarian context, principles, and systems.
  • Proven ability to work independently in difficult contexts.
  • Commitment to CARE’s core values and humanitarian principles.
  • Knowledge of WASH, Health, Nutrition, Food Security, and Protection programming.
  • Experience ensuring gender sensitivity in humanitarian programs.
  • Expertise in representation and negotiation with governments, donors, partners, and the UN cluster system.
  • Relevant language skills for the country of deployment.
