You’ll contribute to ending world hunger by …

Provide the key HR administrative support to the staff, lead the recruitment and onboarding procedure, monitor contract status, ensure performance appraisal and training completion, check compensation and benefits documents, provide advice on the interpretation of Action Against Hunger policies, procedures and strategies.

Key activities in your role will include

Objective 1: Ensure Recruitment and Onboarding procedures are implemented properly in a timely manner

  • Ensure the timely and quality review and update of the Job Descriptions with the line managers
  • Post job vacancies in specialized web pages
  • Screen CVs as per the job vacancies and do initial interviews for candidates
  • Coordinate tests and interviews with the applicants and hiring managers
  • Do the necessary background check, recruitment documentation and offers
  • Arrange logistical requirements and onboarding schedule for newly hired staff
  • Ensure 100% completion of all department heads’ briefings and orientations
  • Provide a Recruitment and Onboarding Update on the agreed deadline
  • Be responsible about staff recruitment and onboarding
  • Timely update of HRIS position, recruitment, hierarchal links and staff profiles

Objective 2: Oversee Staff Administration and Management Support

  • Attend to all sort of HR related queries
  • Ensure staff understand all institutional, safeguarding and HR policies, processes and procedures
  • Check and endorse payroll and last pay instructions to the Capital office
  • Follow up and monitor staff contract status, overtime, leaves, performance appraisals, exit and separation
  • Update of staff information in all HR-related platforms like PADS, COPAN, VC, etc.
  • Ensure audit related documents are properly archived

Objective 3: Function as the Training Focal Point of all Bicol base staff

  • Guarantee that all Bicol base staff has their access to the Virtual Campus and knows how to navigate the page
  • Ensure 100% completion of all Institutional and Safeguarding Courses in the Virtual Campus
  • Organize an Institutional on-site training schedule for all newly hired national staff as advised by the HR Manager
  • Close follow up and update on the Annual Training Plan and Professional Development Plan if there is a need
  • Help coordinate with the logistics department regarding HR related trainings/events e.g. finding a training venue, materials, etc.

Objective 4: Safety and security

  • Ensure staff safety and security in line with Action Against Hunger’s safety and security protocol and policies and reports incidents to the Logistics coordinator and Head of Base
  • Monitor, analyze security context and report to line manager and security focal person in Manila
  • Adhere to the Mission Security Reporting system and submit the reports requested on-time
  • Respect the Security rules of Action Against Hunger and coordinate with the Security focal
  • Report any security or other incidents in the field that may interrupt project activities directly to the Head of Base and Security focal
  • Ensure respect and compliance of the mission security rules by the team
  • Support the implementation, revisions and drawing protocols of the security management and business continuity plans

Do you meet the profile required criteria?

  • Bachelor’s degree preferably in HR, Psychology, Social Sciences or Business Management or Administration
  • Good grasp on different HR facets such as recruitment and onboarding, training, management and archiving
  • Administration skills with strong attention to detail and ability to multi-task
  • Direct experience of organizing small to large scale recruitment
  • Strong IT skills, including MS Office Word, Excel, Powerpoint
  • Excellent organizational, interpersonal and communication skills Ability to analyze problems and provide systematic solutions in line with established policies/procedures.
  • Ability to prioritize and deal with competing demands
  • 1 year professional experience in HR Management and Administration, INGO experience is desirable
  • Fluent spoken and written English and Filipino
  • Knowledgeable on HRIS, No Hunger Forum, GESPRA, COPAN and Watchdog is an advantage
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
