CARE is working in NW Syria to support vulnerable women, men, girls and boys affected by the ongoing civil war. CARE works both through partners and direct delivery of humanitarian assistance. Raising Syrian women’s voices and enabling their meaningful participation in decision-making within their households, communities, civil society, and the private sector is central to all CARE’s programming. Most of our work is through cross border, remote-managed assistance modalities, working closely with Syrian civil society organizations. Currently, CARE’s core sectors in Syria are Emergency Response, Food Security & Livelihoods (FSL), WASH, Shelter and Protection, and Sexual Reproductive Health.

The GBV Specialist will play a crucial role in supporting the Syria Response Cross Border Protection & SRH program by offering technical guidance and support in GBV prevention, risk mitigation, and response. This involves ensuring adherence to global standards and guidelines, as well as locally adapted SOPs and guidelines, to maintain quality and coherence with CARE’s global commitments. The GBV Specialist will contribute to enhancing the technical capacity of the Protection and SRH team to address GBV effectively, by providing expert guidance, conducting training sessions for staff and partners, expanding the program’s reach in GBV initiatives, and enhancing coordination, communication, and information sharing. This position will be reporting directly to the Protection & SRH Program Manager – XB.

Deliverables:

1.Technical support and Capacity Development

  • Develop and implement a comprehensive capacity building plan aimed at enhancing and expanding the capabilities of CARE and partners personnel in delivering enhanced GBV programming through the following steps and tasks:
  • Conduct capacity assessment for CARE and Partner staff focusing on the technical aspect of the GBV programming.
  • Conduct and Analyze findings from the capacity assessment
  • Design training plan based on findings from analysis
  • Provide remote training for CARE and partner staff, with at least two training sessions per month.
  • Facilitate learning and reflection sessions for CARE and partner staff, with at least two sessions per month.
  • Conduct supervision sessions for the technical leads in both CARE and partner staff, with at least four sessions per month.
  • Conduct spot check supervision for the field staff (at least four sessions per month)
  • Establish and supervise implementation of robust supervision protocols and mechanisms for both CARE and IPs staff, incorporating coaching, mentoring and self-care components into all GBV response, prevention, and risk mitigation services. Monitor and evaluate program quality improvement by providing training, supervision reports, and action plans to address technical gaps, with sharing one report per month on the findings, and action plan.

2.Coordination:

  • Evaluate SRH & GBV integration based on the roadmap and provide monthly updates on findings and action plan.
  • Provide training for SRH CARE and partners staff focusing on the GBV Core concepts, and safe referrals at least 2 trainings in the assignment period.
  • Develop integration roadmap with other sectors through close coordination with the sectors leads with focus on shelter, early recovery, WASH and FSL sectors.

3.Reporting:

  • Gather and analyze information on available GBV services, success stories, best practices, and assess GBV needs using both primary and secondary data. Accordingly, draft at least two reports during the assignment period to support advocacy efforts related to GBV programmatic priorities with CARE, partners, and external stakeholders.

QUALIFICATIONS

  • A bachelor’s degree in areas such as social work, psychology, gender, law/human rights, international relations, and/or other related social science disciplines. Master’s degree in the mentioned areas will be an advantage.
  • 6 years of specialized experience addressing GBV in conflict context with at least 4 years in supervisory roles is required; experience in the Syrian context is preferred.
  • Proven experience of successful capacity-building of humanitarian field staff and partners on GBV and protection concepts.
  • Fluent in English. Arabic is an advantage.
  • Demonstrated leadership and management skills and experience.
  • Demonstrated extensive experience in remotely/ in person supporting the GBV team, including assessments, supervision methods, and frequency, as well as supervision tools is required. Emphasis is placed on providing technical support for both GBV response and prevention
