Chemonics seeks a Chief of Party for the ongoing USAID Iraq Together/Ma’an Activity in Iraq. The purpose of the USAID-funded Iraq Together/Ma’an Activity is to support selected Iraqi government entities at the national, regional, provincial, and district level to improve service delivery performance through use of technology and process standardization while increasing the availability of and access to information, particularly related to public services. Ma’an fosters improved and inclusive relationships and engagement between the Government and the communities they serve. Ma’an’s goal is more equitable, efficient, and sustainable public services in Iraq, as well as improving government responsiveness to citizens’ needs and demands. The Chief of Party will oversee project implementation and serve as the primary point of contact with USAID. This is approximately a nine-month position till September 30, 2025, with the possibility of extension based on the awarding of potential option years. The Chief of Party must have strong management and leadership skills and demonstrated experience successfully operating in complex environments. This position will be based in Baghdad, Iraq, which is an unaccompanied post. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Provides overall technical and administrative leadership and expertise for the program and serves as the primary liaison with USAID on management and technical matters
- Responsible for the overall management and implementation of the program and provide regular updates to the designated USAID COR
- Plans, organizes, and supervises the overall activities under the award, and is responsible for award management, technical work, scheduling, and managing costs associated under the award, with targeted, limited support from the home office that maximizes in-country support under the Activity
- Ensures that all activities conform to the terms and conditions of the award requirements, including cost, schedule and quality parameters
- Clears reports and deliverables, budget information and other documentation as needed to ensure that they meet the contract requirements and that they are clear, accurate and complete
Qualifications:
- At least a Master’s-level degree in international development, public administration, or a related area, or equivalent experience
- A minimum of ten years relevant experience leading international donor-supported programs of similar size and complexity, in a development context similar to Iraq’s
- Demonstrated experience managing large, diverse teams
- Demonstrated leadership, political acumen, and interpersonal skills
- Demonstrated ability to fully and effectively communicate, both oral and written, in English is required and in Arabic is preferred
- Prior experience in Iraq and/or the MENA region preferred
