Summary:
Save the Children is seeking a Technical Deputy Chief of Party (DCOP) for an anticipated five-year USAID-funded Improved Access to Early Childhood Education and Employment Activity in Jordan. The program will focus on understanding the economic viability of private sector and community-based organizations to invest in expanding access to quality and affordable KG1, KG2, and nursery education specific services targeting children between the ages of 3-6 years.
The DCOP reports directly to the Chief of Party (COP) and ensures high quality technical implementation of proven interventions that meet stated goals and reporting requirements. The DCOP will assume the responsibilities of the COP in their absence. They will collaborate with the local government and other critical partners to provide high-level technical support for effective capacity building at the local level and sustainability of project interventions. The DCOP will oversee teams of experts both in Save the Children and its partners, prepare reports and annual operating plans, align project initiatives with country priorities, and ensure the program complies with Save the Children and USAID regulations.
What You’ll Be Doing (Essential Duties):
- In collaboration with the COP, ensure that the program is delivered according to the contractual requirements of USAID and the Government of Jordan. Ensure that all activities and deliverables are completed within the agreed timetable and budget, reports are submitted as per agreed schedules, and any other requirements or criteria are fulfilled.
- Provide technical support to the design, implementation, monitoring and reporting of the early childhood project.
- Represent the project with USAID, Government of Jordan, UN agencies, partners, and other stakeholders.
- Manage technical aspects of project implementation, ensuring that all planned activities are on track, comply with the agreed budget lines, and USAID and Save the Children policies and regulations.
- Ensure that key performance indicators (KPIs) for program operations are met and work closely with other functions to achieve project milestones.
- Coordinate the design and routine update of detailed annual work plans and ensure these are used by the team appropriately to monitor progress towards completion, promotes continuous improvement and achievement of program objectives through collaboration, learning and adaptation.
- Ensure that reports for donors, government of Jordan, and Save the Children are prepared as required, ensuring these are of the highest quality and submitted in a timely manner.
- Oversee the recruitment and hiring of direct reports.
- Manage and motivate direct reports to achieve work plan objectives and to contribute to the achievement of the overall goals.
- Coordinate with key stakeholders, USG implementing partners, and government of Jordan.
- Oversee partners and manage day-to-day consortium service delivery approaches and operational activities.
- Monitor country-level activities, identify challenges, and develop appropriate reporting mechanisms to ensure key project results are communicated to the COP, including quarterly and annual reports.
- Coordinate closely with the SC offices (in Jordan, as well as at the regional and global levels) and partners in technical, administrative and HR matters, especially regarding project operations and financial matters.
- Participate in global and regional ECD networks relevant to the project.
Required Qualifications:
- Bachelor’s degree in education, management, business administration, humanitarian assistance, development studies, early childhood or a related field required. Graduate degree preferred.
- Minimum of seven years demonstrated senior leadership experience implementing USAID-funded international development activities in Jordan in education, Early Childhood Education (ECE), and/or education-focused development assistance activities.
- Demonstrated experience leading multi-year projects and partners in the achievement of project milestones.
- Experience in capacity strengthening and overseeing the technical quality of activities.
- Demonstrated ability to lead technical specialists in a consortium approach and work effectively with private sector and non-state actors in the expansion of ECE.
- Ability to develop and apply monitoring and evaluation plans to determine activity results and monitor impact.
- Experience working with local governments, donors, and other actors engaged in the expansion of ECE in Jordan preferred.
- In-depth knowledge of USAID approaches and regulations.
- Demonstrated understanding of the socio-cultural issues and nuances of working in communities and with vulnerable populations in Jordan.
- Strong interpersonal skills and experience working effectively in teams and cross-cultural settings. Excellent time management and personal organization skills.
- Excellent oral and written communication skills in English. Proficient Arabic strongly preferred.
- Ability to undertake field travel (approximately 30%)
Preferred Qualifications:
- Teaching experience in classrooms, particularly for young age groups, e.g. nursery, KG1 or KG2 preferred.
