General Position summary:
With supervision from the Programmes director for NW Syria and Turkiye and technical support from the WOS education and protection specialist, the EPPM will supervise NWS and Turkiye based education and protection staff and will lead all education programmes implementation including SDC, ECHO and DG-NEAR funding ensuring overall quality of the education programming in all PIN’s areas of operation in Northwest Syria and donor requirements compliance. Additionally, she/he will act as a focal point for overall protection mainstreaming in North West Syria.
Main responsibilities:
- Ensure quality and timely implementation of PIN’s Education programming, both formal and non-formal, in Northwest Syria (remote management from Gaziantep with regular visits to NWS when security situation allows);
- Provide technical guidance and backstopping to the education teams in program implementation
- Work closely with the System and Programmes Directors, grants team and M&E Manager to ensure that all education activities are being appropriately monitored, evaluated and that feedback is reflected in ongoing programming;
- Lead on donors reporting for NWS education activities in coordination with grants team and WOS education specialist
- Participate in identifying opportunities to increase scope and quality of PIN´s education programmes;
- Contribute to the development of PIN’s Syria Education strategy and sectorial quality guidelines;
- ·With support of the Grants Department develop programme proposals and ensure timely and quality internal and donor reporting;
- Represent PIN and work closely with the Education cluster, working groups and other relevant actors.
- Represent PIN in coordination roles including Strategic and advisory group, technical working group and assessment working group
- In cooperation with other team members represent organisation and maintain close collaboration and good relations with donors and other partners;
- Supporting other PIN NWS programmes in implementation of protection mainstreaming standards across the all programs.
- Supervise and support the education team in Gaziantep as well as the field education team. This entails Oversight on implementation progress, task management, quality assurance, administrative procedures, reporting, and GZT/field discussions
- Work closely with the finance department to ensure accurate projection of spending and forecast, adjust plans in light of foreseen over/underspending, and ensure that expenditures are in line with the projects’ objectives.
- Work closely with other support departments to ensure timely, qualitative, and appropriate execution of the operational procedures, including but not limited to the procurement of goods and services and staff recruitment.
- Ensure appropriate Stakeholder Engagement including local education authorities in Turkiye, Idleb and Aleppo and follow up on agreement and protocols implementation
- Serve as a pivotal contributor to representation and advocacy initiatives for educational priorities in Northwest Syria (NWS), engaging with donors and other key stakeholders.
Requirements
- Bachelor’s degree in education, social work, international development, or a related field. Master’s degree preferred.
- Project/Program Management certifications preferred.
- At least 4 years of experience working in education programs/sector, preferably at least partially in conflict-affected or humanitarian contexts.
- Strong understanding of the unique challenges and opportunities for education programming in northwest Syria or similar context, including the impact of the conflict on education sector and access to schooling.
- Demonstrated experience in designing and implementing education programming in emergency or post-conflict settings.
- Demonstrated knowledge of protection mainstreaming principles and dissemination among different sectors.
- Experience in managing partnerships with local NGOs, government agencies, and international organizations.
- Knowledge of the local context, including the political, social, and economic dynamics in northwest Syria preferred.
- Ability to navigate security and access constraints in order to effectively implement education programs in a complex and dynamic environment.
- Fluency in English, with Arabic language skills desirable.
- Strong project management, monitoring and evaluation, and budget management skills.
- Commitment to promoting gender equality, social inclusion, and conflict sensitivity in education programming in northwest Syria.
