Context
The Human Resources and Organizational Development team provides the organization with both strategic and day-to-day HROD support. The ability of the HROD team to perform and to act as role models of integrity and stability is key to its reputation and success within the organization. They operate in compliance with organizational rules and regulations and actively contribute to the overall smooth running of teams, working in a collaborative manner and ensuring timely and accurate provision of expert information to the organization.
The success of International IDEA is dependent on a capable and highly qualified workforce that is multi-skilled, diverse, mobile, and able to work across disciplines and locations. The HROD Officer oversees key HROD processes for the Nepal team, from recruitment to off-boarding providing high-quality advice and guidance on HROD topics to both staff members and management, in a manner which establishes rapport, trust, confidence, and credibility. They are the focal point for safeguarding and responsible for outreach and awareness raising on International IDEA’s policies, procedures, including on safeguarding, GESI, Child Protection etc.
Reporting to the Head of Human Resources and Organizational Development, in headquarters, and working closely with the Head of Programme Nepal, the HROD Officer must have the ability to operate in compliance with organizational regulations and rules and to perform their duties under pressure and within deadlines. They actively contribute to the overall smooth running of the HROD Team, working in a collaborative manner with other team members and ensuring timely and accurate provision of requested information. The individual supports the creation of a culture of leadership, development and innovation and acts as a professional role model for all at all times.
Duties and Responsibilities
- Supports a working environment that is conducive to delivering results, fostering a spirit of collaboration, strong work ethic and team cohesion; Promotes employee relations and a healthy workplace environment, through effective and positive support; Acts as a focal point for
- safeguarding within the Nepal programme; carries out safeguarding related risk assessments, and conducts awareness raising sessions on relevant International IDEA policies and procedures;
- Oversees the recruitment process from identification of post needs to job offer; Assesses requirements to develop job descriptions and candidate profiles including competencies and skills; Targets appropriate audiences for vacancy posting and circulation; Pre-screens candidate applications; Schedules and manages the selection process; Manages the job offer process including negotiation and administration;
- Manages an effective onboarding and orientation of new and transferring staff members; Promotes the significance of International IDEA’s Core Values; Ensures HROD policies and procedures are communicated and understood; Oversees completion of compliance trainings; Follows-up on the onboarding and probationary process, with both manager and staff member;
- Coordinates the performance appraisal process; Responsible for identifying staff learning and development needs; Conducts L&D needs analysis to determine appropriate performance support, training and development strategies and solutions;
- Supports the process of contract extensions; Ensures correct classification of posts including relevant competencies and skills through periodic review of job descriptions; Ensures roles and individual skills align and are harmonized with operational goals and objectives;
- Manages employee offboarding to ensure full and final settlement of staff members upon separation from the organization, including the required paperwork, formalities, and associated reports; Analyzes trends for feedback or improvement, particularly in areas related to employee engagement;
- Supports timely and accurate monthly payroll information, reporting updates and preparing supporting documentation and decisions for amendments to salaries and allowances; Prepares reports and maintains records; Ensures reimbursable benefits and allowances for Staff Members are checked and processed for timely payment; Provides advice and support to staff on related matters;
- Supports the annual remuneration, allowances, and benefits review; Assists with the management and update of salary scales, allowances and update of frameworks, policy, and procedures; Supports the consultation process to ensure broad understanding and agreement of updates;
- Ensures complete and accurate personnel records including salary and benefits information vis-a-vis the employment contract, the ERP and Payroll; Assists with audit responses as needed;
- Prepares specialized reports and participates in specialized human resources projects; Prepares timely metrics and reports within scope of responsibility;
- Supports specialized human resources projects and contributes to employee engagement initiatives; Promotes internal communication activities such as staff surveys and messaging on HROD initiatives and events;
- Carries out such other duties and responsibilities as related to the post that may be assigned from time to time.
General Profile
- Requires in-depth knowledge of human resources policies, procedures and practices, and the ability to apply them in an organizational setting; Guides internal processes to ensure high standards of performance and compliance with Institutional guidelines;
- Responsible for advising and supporting management on institutional policy and procedure; Has excellent skills and experience in managing, supporting and developing Staff Members and Management’s overall approach to workplace culture; Has experience addressing and managing safeguarding issues, including identifying potential risks and implementing protective measures;
- Has excellent skills and a high level of accuracy and attention to detail in drafting, reporting, and compensation and salary structures;
- Adds value to team-based activities in their unit; collaborates with other entities of the Institute;
- Acts as a model or mentor for colleagues;
- Acts in accordance with International IDEA’s Core Values; Respect, Integrity, and Professionalism; and
- Integrates a rights-based approach, gender, and diversity perspective in all activities.
Reporting line
- Head of Human Resources and Organizational Development.
Education and Experience
- University degree in human resources management, business management, public administration, law, or related subject; Professional development certification in talent management, learning and development, coaching, facilitation, or related discipline, considered an asset;
- A minimum of five (5) years of progressively responsible experience in human resources, management, administration is required; Excellent knowledge in applying human resources policies, practices, and processes, as well as in personnel administration and operations is essential, ideally in governmental, intergovernmental and/or non-governmental organizations;
- Experience in addressing and managing safeguarding issues, including identifying potential risks and implementing protective measures is essential;
- Experience in dealing with external Nepali authorities such as the tax office, social security office, etc. and knowledge of their rules and regulations;
- ERP systems (such as SAP, Oracle, Maconomy), advanced Excel and reporting skills experience is required as is experience in data analysis, payroll administration and reporting;
- Experience of working in an international context, ideally in governmental, intergovernmental and/or non-governmental organizations is highly desirable.
Terms of Contract:
- Local Post.
- Fixed term appointment for one (1) year.
Please note as this is a local post, International IDEA will bear no costs relating to the relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Nepal for the duration of the contract. International IDEA is not able to support work permit applications.
