About la Chaîne de l’Espoir
La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen healthcare systems to give everyone, especially children, the same chances of survival and development.
We work in 27 countries with a global approach, focusing on children, mothers and disadvantaged communities:
- Prevention and screening from an early age, particularly through school health programs.
- Care and surgery to meet the most urgent needs of children and their mothers.
- Training and transfer of skills to local teams thanks to our international network of experts in all areas of surgery.
- Construction and equipment of hospital facilities adapted to local needs.
La Chaîne de l’Espoir in Iraq
La Chaîne de l’Espoir implements projects in Sinjar and Mosul and develops potential new ones in the whole country.
All programs are supported by the Iraqi Ministry of Health (MoH) and the French government through its Crisis and Support Center (CDCS) and Expertise.
The Madad Fund of the European Union supports the program in Sinjar for the equipment of the hospital.
Indeed, from 2020, the program aims to rebuild the health system, which was previously destroyed, and thus contribute to the reconstruction and stabilization of the different districts.
In this sense, the Sinjar French Medical Center (SFMC) is under construction to provide health care to men, women and children and will be able to provide outpatient consultations.
In Mosul, La Chaîne de l’Espoir is providing support and technical expertise for the reopening of the Mosul Research and Care Center (MRCC).
The position
La Chaine de l’Espoir is seeking a qualified individual to fill the position of Security and Access Officer in Iraq.
The main responsibilities include collecting, analyzing and sharing information in a structured way to understand the context; managing and implementing security and access policies and strategies; and transferring skills to members of the security and access team in Iraq.
The position will be based primarily in Erbil but will also require regular internal travel to provide support to staff.
Essential duties and responsibilities
The security and access manager handles the following activities.
1. Collecting, analysing and sharing security and contextual information:
- Independently collect information from a variety of relevant sources.
- Analysing developments in the environment and their links with our programming, both at micro level and at regional and international macro level.
- Be able to produce accurate, concise and clear written reports quickly.
- Transmit the main security information relevant to our mission in an appropriate manner during discussions with the teams.
- Participate in humanitarian aid exchanges on security issues.
2. Management of security, safety and access issues:
- Under the supervision of the Head of Mission, he/she is responsible for the implementation of the CDE’s in-country security strategy.
- He/she is directly responsible for the day-to-day, practical aspects of managing the mission’s security (ensuring that field missions are properly prepared, monitoring movements in the field, etc.).
- Ensuring that all security-related equipment, tools, stocks and systems are constantly operational, and that staff are regularly trained in their use.
- In close coordination with the Head of Mission, assess the programme’s activities and their impact on security, safety and staff access.
- Develop and implement a security, safety and access training plan for all staff. Develop and implement an assessment process to determine whether the competencies acquired during training are being met.
- Keep the CDE’s safety and security procedures up to date and communicate them to all national and head office staff.
- Maintain an up-to-date security plan in line with the organisation’s standards and ensure that all national and head office staff are familiar with its content.
- Support teams in the event of hibernation, relocation or evacuation.
3. Team management:
- Supervise the team of liaison officers
- Size and define the resources for the activities related to their work
- Prepare their individual objectives and action plan to ensure that they fulfil their responsibilities with the necessary support.
- Examine staffing needs in terms of recruitment, implement human resources procedures and ensure that staff appraisals take place.
- Identify staff training needs and implement these through external/internal resources.
Qualifications:
Education: Master’s degree in political science, law or other relevant field, with at least one security-related experience in the humanitarian sector.
Work experience:
At least 2 years’ professional experience in an international NGO in a security position. Knowledge of the region is a plus.
Languages:
- Good oral and written communication skills in English.
- Knowledge of Arabic and/or Kurdish and/or French is a plus

Conditions:
- 06 months full time contract renewable, as an expatriate
- Non accompanied status
- Position based in Erbil with missions in all Iraq
- Starting date : October
- Monthly per diem and living allowance: 720 euros net
- R&R: 5 days R&R at 3 and 9 months of contract
- Travel: round trip ticket flight beginning/end of contract + paid leaves at 6 months of contract
- Housing: collective house
- Medical coverage with 50% of employer contribution
- Medical evacuation and repatriation insurance paid by the employer
- Death and disability insurance paid by the employer
- Monthly gross salary from 2 100€ according to profil and experience
