Position Description

EnCompass LLC is seeking a Learning Evaluation Specialist (LES) II to design and manage learning evaluation activities across the EnCompass portfolio of learning, capacity strengthening, leadership development, and organizational development programs.

The LES II will collaborate with clients and internal staff to identify learning needs in order to provide technical guidance and quality assurance for learning evaluation components of assigned activities. They will design evaluation tools, analyze results, manage learning evaluation reports, and contribute to overall project reporting. The LES will develop and maintain learning and evaluation processes, contribute to knowledge management and sharing, support utilization of results, and actively engage in an effective learning environment.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. This individual may also be expected to work from client sites in the Washington, DC, metro area, as needed.

Must be legally authorized to work in the US for any employer without sponsorship for a work visa or permit.

Position Duties and Responsibilities

Essential functions:

Technical:

  • Manage learning evaluation processes from design to implementation (including workplan, budget, and timeline) for assigned activities to ensure quality performance and fiscal responsibility
  • Develop, review, and/or revise learning evaluation strategies for designated projects
  • Collaborate with instructional designers to confirm measurable learning objectives, develop an appropriate evaluation approach for a given activity (including identifying opportunities to measure on-the-job application of critical behaviors) and design associated evaluation tools for data collection
  • Manage reporting for learning activities and contribute to overall project reporting for assigned projects, including analyzing quantitative and qualitative data and contributing to recommendations for learning program revisions
  • Identify learning evaluation trends and manage development of visually appealing report components and presentation materials
  • Convene internal and external meetings to discuss evaluation efforts and respond to team and client questions
  • Work with colleagues, subject-matter experts, and clients to conduct needs assessments including research, focus groups, document reviews and interviews
  • Observe learning events (in-person, virtual, and hybrid) to strengthen learning and evaluation activities
  • Apply technical knowledge of quantitative and qualitative methodologies to inform design, implementation, and reporting on learning activities
  • Effectively communicate learning evaluation timelines and deliverables to team members, client, and other stakeholders in a clear and concise manner
  • Stay current on innovative theory and methodologies for learning and evaluation and proposes integration of new approaches into learning and evaluation programs as appropriate
  • Collaborate with colleagues to implement effective knowledge sharing and knowledge management
  • Adhere to EnCompass gender and inclusive development best practices

Other:

  • Draft assigned sections of designated proposals
  • Mentor and may supervise staff
  • Participate actively in the EnCompass learning evaluation community of practice
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

Position Requirements

Qualifications

  • Minimum of a high school diploma and 11 years of professional experience, or an Associate’s degree and 9 years, or a Bachelor’s degree and 7 years, or a Master’s degree or higher and 5 years
  • Degree in Education, Curriculum Design, Organizational Development, Instructional Design, International Development, Evaluation or other related fields if held
  • Bronze certification or higher in Kirkpatrick Four Levels Training Evaluation strongly preferred

Experience and Skills

  • Minimum of 3 years of experience designing, implementing, and reporting on learning evaluation activities including developing overall evaluation approaches, designing qualitative and quantitative data collection tools, managing data collection efforts, leading analysis, and preparing high-quality reports; experience applying Kirkpatrick Four Levels Evaluation strongly preferred
  • Knowledge of adult learning, participatory methods, blended learning, experiential learning, and other instructional design approaches
  • Strong planning, organization, strategic thinking, project management, and problem-solving skills
  • Experience with quantitative and qualitative data analysis software (e.g., Stata, SPSS, NVivo, Dedoose)
  • Proficiency in MS 365 applications required, proficiency with Google Workspace applications strongly preferred
  • Experience with Google Forms, Survey Monkey or other data collection platforms
  • Exceptional communication (verbal and written) and presentation skills
  • Commitment to providing the highest level of service
  • Openness to learn and apply gender and inclusive development practices
  • Ability to work in a fast-paced environment with demonstrated ability to manage multiple concurrent, competing tasks and demands and to seek supervisory assistance as appropriate
  • An appetite for learning, curiosity, and a willingness to experiment in new ways of working
  • Ability to confidently engage with staff at all levels to define needs and expectations, collaborate on projects, and communicate results
  • Demonstrated ability to work sensitively in multi-cultural environments and build effective working relations with clients and colleagues
  • Ability to thrive in a collaborative and appreciative work environment
  • Ability to travel, including internationally, may be required for some assignments

Preferred Experience and Skills

  • Experience working with USAID, the UN System, or international NGOs
  • Experience designing and implementing 508 compliant activities
  • Experience with data management and data visualization
  • Experience conducting evaluations of learning programs using universal design for learning (UDL) principles or related approaches
  • Fluency in language(s) other than English
  • Experience working or living in more than one country

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $82,000 – $98,000
