General Post Description
The Livelihoods Program Manager (PM) oversees the coordination of all livelihood components within the People in Need’s (PIN) operations in Northwest Syria, ensuring strict adherence to both PIN’s and the donors’ guidelines. The PM guarantees effective coordination and synchronization of program activities by managing the Gaziantep-based program staff and providing technical guidance to key personnel in Northwest Syria. He/she acts as the face of PIN’s Livelihood program to external entities, including clusters, donors, working groups, and partners.
With overarching responsibility for the timely and high-quality delivery of the Livelihood Program’s initiatives, the PM is also integral to the growth and enhancement of the program. This includes offering technical expertise for new proposal creation and contributing to the overall strategy and expansion of PIN’s livelihood portfolio in Northwest Syria. Additionally, as the budget authority for all program modalitations across different grants, the PM has the ultimate obligation for both the quality and punctuality of all program reporting.
Functional and hierarchical reporting lines
Directly reports to the Programs Director and maintains close collaboration with Field Area Managers, Program, MEAL, Finance, Logistics, and Operations Managers. Engages with the Security and Accountability departments to provide necessary inputs and works in synchronized harmony with the HR department. Ensures tight coordination with other Project Managers for strategic planning and the development of integrated programming across sectors. Manages the Gaziantep LLH team members, with assignments subject to change according to current needs and program structure.
Principal responsibilities AND TASKS:
Programme Implementation and Management
- Leads the designing and quality execution of all LLH activities across NWS
- Ability to assess the context and donor shifts in strategy from a LLH lens
- Experienced in shifting a humanitarian intervention to Early recovery and eventually to development
- Supervise and drive key aspects of implementation (area selection processes and beneficiary targeting, changes/amendments to implementation plans, new activities SOPs etc.)
- Harmonizing between all LLH activities; streamlining of resources (HR, finance) among the departments; responsible for HR planning in close coordination with relevant team members (Turkey and NWS Senior Officers, TLs and AMs).
- Oversees quality standards, and adherence to SOPs and guidelines (donor/internal), programming-related risk management
- Support to troubleshooting in respective sub-departments, provides overall technical vision and strategical planning of LLH sector
- Tracking of spending, forecasting, cashflow; budget holder for all LLH projects
- Ensures alignment of LLH response with mission strategy as well as relevant sectorial guidelines and context trends
- Facilitates coordination among sectors in the implementation of programmes
- Provides direct supervision of the Livelihoods Programme Gaziantep-based staff with good overview of the activities progress, ensuring support and provides solutions to arisen issues, challenges
Reporting, Monitoring and Programme Development
- Ensures timely and quality inputs for all the needed reports in line with requirements (internal, donor, to governmental authorities), consolidation and final sign-off of reports before external sharing, ensuring alignment of narrative, data and MEAL reports and other key documentation (MOUs, protocols etc.)ensuring needed inputs for audits, evaluations, TPM are provided by the team
- Close coordination with MEAL team, ensuring MEAL plans timely followed and the needed information for MEAL team provided timely and in needed quality
- Ensures CFRM feedback is responded to and taken into account for program improvement through the development of a learning agenda
- Provides Inputs for tools and approaches for gathering impact evidence of activities; suggests and design appropriate response strategy (in consultation with relevant Turkey and field staff in Syria)
- Provides technical inputs into new project proposals, concept notes, position papers, capacity statements, needs assessments and similar
- Ensures continuous programme quality improvements and development, based on needs and lessons learned; as well as donor strategies and priorities
Coordination
- Represents PIN LLH program on relevant clusters and working groups, donor and partners meetings
- Represents LLH program on internal meetings, and towards CMT as required
- Maintains close coordination with heads of other units of PIN (HR, Access and accountability, Operations, Finance, Liaison)
- Cooperates with other PMs as well as relevant PIN programme counterparts on the regional level to ensure project synergies, effective targeting and meaningful inter-sectorial programming and coordination
Other
- Other tasks assigned by employee’s Line Manager corresponding to actual needs of the mission, programs, and projects.
- Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s Line Manager.
- Understand and adhere to the mission’s National Staff Handbook, PIN Code of Conduct, PIN Key Policies and relevant guidelines.
Requirements
- Bachelor’s degree in social work, international development, or a related field. Master’s degree preferred.¨
- Project/Program Management certifications
- At least 5 years of experience working in livelihoods programs, preferably in conflict-affected or humanitarian contexts.
- Strong understanding of the unique challenges and opportunities for livelihoods programming in northwest Syria, including the impact of the conflict on economic opportunities and access to markets.
- Demonstrated experience in designing and implementing livelihoods programming in emergency or post-conflict settings, with a focus on resilience-building and sustainable livelihoods.
- Experience in managing partnerships with local NGOs, government agencies, and international organizations
- Knowledge of the local context, including the political, social, and economic dynamics in northwest Syria.
- Ability to navigate security and access constraints in order to effectively implement livelihoods programs in a complex and dynamic environment.
- Fluency in English, with Arabic language skills desirable.
- Strong project management, monitoring and evaluation, and budget management skills.
- Commitment to promoting gender equality, social inclusion, and conflict sensitivity in livelihoods programming in northwest Syria.

- Salary as per PIN salary scale 3450 – 3850 EUR (PER DIEMS INCLUDED)
