Background:
OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization’s longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance, transnational threats and police reform.
The OSCE Mission to Skopje is implementing the Extra Budgetary project “Assisting the National Authorities of the Republic of North Macedonia to Decrease the Risk of Weapon Proliferation and Misuse of Small Arms and Light Weapons (SALW)”. The Project aims to assist the Republic of North Macedonia to reduce the risk of weapon proliferation and misuse of SALW in the country through increasing the prevention, detection, analysis and investigative capacity of the Ministry of Internal Affairs (MoIA) and other Governmental Organisations.
Due to the extra-budgetary (ExB) nature of the project, the initial contract duration will be 12 months, with further extension subject to the availability of extra-budgetary funding. The maximum foreseen project duration is until December 2025.
Tasks and Responsibilities:
Under the direct supervision of the Project Coordinator, the selected candidate will be responsible for:
- Supporting project implementation through all steps of the project cycle by assisting in needs analysis and formulation of project outcomes, outputs, and activities, including forecasting of budgets and implementing project activities through participation in the coordination with implementing partners;
- Conducting research, collecting, synthesizing, and presenting data and information in a required format from readily available sources on SALW-related issues for an assigned sector, area, or country; designing and drafting supporting flow charts, schedules, graphs, and tables; coordinating the collection and verification of documents, actions, and data with substantive or support units assembling and editing basic data required for planning and negotiation, in a format dictated by agenda or supervisor’s instructions checking project documents for clarity, consistency, and completeness;
- Preparing internal and external reports, including spot reports, talking points, concept notes, agendas, meeting minutes and summaries, and providing substantive input to project progress, implementation, and evaluation reports;
- Describing and presenting the progress of ongoing project activities, investigating designated project outputs, discussing findings with the Project Coordinator to identify implications for the work of the unit, discussing rationale and context of project activities, considering the alternative methods for project design, management, problem identification, and problem resolution; maintaining institutional memory or other documentation systems to record programme and project history and ongoing activities;
- Arranging coordination meetings, workshops, training, discussion forums, sessions, briefings, visits, publications, and related activities for visitors, missions, and counterparts, including guiding on related administrative matters;
- Establishing and maintaining relations with operational level stakeholders; assisting in ensuring coordination of planning and conduct of the project with key partners, such as vendors, consultants, and beneficiaries.
Necessary Qualifications:
- Citizenship of or permanent residence in the Republic of North Macedonia;
- First-level university degree in business/public administration, management or project management;
- Formal training and certification in project and/or programme management;
- At least 2 years of professional project management experience, preferably in an international organization;
- Computer literate with practical experience with Microsoft applications;
- Preferably experience with ORACLE applications, Integrated Resource Management Application System, and DocIn database;
- Excellent planning, analytical and organizational skills;
- Demonstrated experience and understanding of relationship building and fostering coordination among stakeholders;
- Excellent oral and written communication skills in English and local language(s);
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Holding a valid driving license.
Remuneration Package:
Monthly remuneration, subject to social security deductions, is approximately EUR 2,087.58.
Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
