PROJECT DESCRIPTION:
VENGOAL is seeking applications for the position of Partnership Lead (PL) for a project focused on providing technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant HIV prevention, care, and treatment services to key and vulnerable populations in selected geographic areas.
JOB DESCRIPTION:
The PL will be the main liaison with local NGO partners implementing the program in Venezuela, ensuring overall coordination with local partners, including the proper grant-making process and overall management of grants for the duration of the project and fostering collaborative working relationships, coordination and harmonization. The role also includes timely and accurate reporting and responding to requests or queries from donors and project consortia.
The PL will report to the Project Director, and in close coordination with the project team will strengthen the capacity of local partners and support the monitoring of partners’ program implementation in accordance with the work plans and strategy development and implementation.
The PL will assist the Program Manager and other team members to ensure that partners operate within a single vision in line with the project mandate, policies and procedures.
PRIMARY RESPONSIBILITIES/FUNCTIONS
- Overall coordination between local NGO partners and the project management team, ensuring development of efficient, strong, long-term relationships.
- Support the selection process of local NGO partners and lead due diligence and partner capacity assessment processes before final selection and onboarding, according to established policies and procedures.
- Oversee onboarding of local partners according to established procedures.
- Lead overall grant management for each partner and the completion of partner agreements including development of partner budgets and scope of works.
- Oversee implementation of partners’ capacity assessment and training strategy and plans for local partners as per established tools and processes, coordinating closely with relevant project staff.
- Support local partners in networking and engaging with health sector networks and actors.
- Support performance monitoring of partners, following up on partner implementation progress and capacity building training plans, according to workplans and MEAL plans.
- Travel to project sites and offices of local partners to meet with partners, assess progress on Partnership Agreement implementation and develop corrective action plans as necessary.
- Ensure partners complete necessary reporting, both narrative and financial, on time and to required standard including provision of all necessary financial verification documentation, on a timely basis.
- Coordinate closely with the project management team to support local partners’ proper program implementation and compliance with established policies, procedures, rules and regulations, including risk management, safeguarding and PSEA protocols and policies.
- In coordination with relevant project staff, support local partners in the development and incorporation of accountability and community feedback mechanisms per established standards.
- Detect and inform project management, as necessary, of any incorrect use of funds and/or implementation challenges or issues with or faced by partner organizations.
- Continuously monitor partner capacities and identify essential capacity-strengthening actions, in coordination with the project management team and technical advisors.
- Support the development of annual work plans, project activity updates and other project- related communication and reporting materials of local partners.
- Identify and connect with potential new partners.
- Assist with any investigation processes in compliance with established wrong-doing policies, including anti-fraud and safeguarding policies.
MINIMUM REQUIREMENTS:
Professional Studies /Education:
- Bachelor’s degree in: Business Administration, Operations Management, Economics, Engineering or a related field.
- Advanced degree: Master’s Degree in Business Administration (MBA) or PMP Certification (desirable).
Professional experience:
- At least 5 years of program management and grants management experience of international donor funded programs.
- Proven ability to communicate a common vision among diverse partners and stakeholders.
- Proven ability to review reports and supporting documents and provide constructive feedback to partners.
- Experience collaborating, coordinating and co-creating alliances with partner organizations and diverse stakeholder groups from a broad range of backgrounds and experiences.
- Experience/good working knowledge of international donor rules and regulations.
- Ability to work in fragile contexts, following security and risk management protocols.
Knowledge/skills:
- Critical thinking, active listening, problem-solving skills.
- Excellent planning, prioritization and monitoring skills.
- Strong interpersonal, writing, and oral presentation skills.
