Job Purpose:

To Lead and Manage the end-to-end development projects under the King Abdullah Bin Abdul Aziz Program (KAAP) in the assigned countries. This will involve identifying the development project(s), signing of MoU’s with the relevant Authorities/Governments, engaging the stakeholders from the beneficiary’s side, floating tenders, appointing contractors, and consultants, mobilizing human, materials and financial resources, supervising implementation of the projects, ensuring timely completion of the projects as per the project charter and smooth handing over of projects to the beneficiaries.

Key Accountabilities:

Strategy Development and Planning

  • Contribute to the development of strategy, work plans and KPI’s for the KAAP Unit ensuring their alignment to IsDB strategies and KAAP mandates.

  • Contribute to the development of policies, procedures, and guidelines for the KAAP Unit and ensure their effective implementation and compliance across all work areas by all stakeholders.

  • Contribute to the preparation of Unit’s annual budget ensuring all resources (human, materials and financial) are adequately provided to meet the business requirements and achieve the Unit’s strategic objectives.

  • Prepare and arrange to get the Agreement and Memorandum of Understanding (MoU) signed between IsDB, KAAP and the relevant Government/Authority in the target country when needed.

Project/Portfolio Management

  • In coordination with the KAAP Manager and relevant stakeholders in IsDB, identify relevant development projects, around the world, to meet the existing and emerging needs of the Muslim communities in the chosen areas.

  • Prepare Project Charters for the identified projects considering the quantum of investment and other resources required, clearances required from the relevant authorities/government agencies, time to complete the project and the number of people benefitting from the projects.

  • Seek necessary approval from IsDB and KAAP as well as Donor to implement the project.

  • Timely prepare all techno-commercial documents for the selected project and float RFP’s / Tenders to obtain quotation / tender from the qualified contractors.

  • Appoint Consultants to prepare project designs, oversee the project execution and obtain necessary clearances/approvals from the relevant authorities.

  • Participate in the Tender Committees to evaluate the tenders/ proposals and appoint the most eligible contractors for the project.

  • Prepare a Project Plan, communicate the same to the Consultant and Contractor and ensure progress of the project as per the agreed plans.

  • If required, source and recruit qualified local staff and assign to the projects after providing necessary induction and training.

  • Monitor the progress of the project as per the Project Plan, flag any quality or delivery issues with the Contractor and resolve the same in a timely manner to avoid delays in completing the projects.

  • Ensure obtaining necessary clearances/approvals, from the relevant authorities, whenever required to ensure smooth progress of the project.

  • On completion of the project, carry out necessary quality checks with the help the appointed Consultants, prepare a Snag List, share the Snag List with the Contractors and agree on rectifying the snags.

  • On satisfactory completion of the project, arrange take-over and approve payments as per the contractual terms of the project.

  • Arrange smooth handing over of the project to the representatives of the beneficiaries.

  • Whenever necessary, prepare/manage media materials related to specific projects and/or program in general.

  • Develop actions plans for the project/portfolio sustainability.

Communications, reporting and documentation

  • Prepare and submit periodic reports to the KAAP/STF and Donor (the Office of King Abdullah Humanitarian Foundation) on the progress of ongoing projects, feedback on the handed over projects and any other relevant information.

  • Report to KAAP/STF, any problems faced during the project implementation stage, that may require their interventions.

  • Serve as the focal point and ensure that the KAAP is the resource center and organizational memory for matters related to KAAP and its activities.

  • Communicate/report intended results, results achieved, performance, and lessons learnt to the IsDB Management, relevant governing bodies, Donor, partners and other key stakeholders.

  • Explore/Contribute to introducing Artificial Intelligence (AI) for data collections and reporting, when needed.

  • Ensuring regular, clear, and consistent communications to address the right people with the right information at the right time with right style related to KAAP portfolio while enhancing and building stakeholder confidence in data reliability.

Marketing and Branding

  • Strengthen the interactions with external stakeholders to improve the KAAP visibility in the world at large (when possible).

  • Establish, develop and maintain a strong network of relationships with various stakeholders including government, institutions, agencies, civil Societies, NGOs, partners, philanthropic organizations, private sectors, and individuals for better branding, marketing and partnership.

  • Communicate storytelling around impact of the KAAP operations.

Knowledge Sharing and Development

  • Keep abreast of the development interventions being carried out by other agencies, share best practices and identify areas where IsDB and KAAP and make contributions.

  • Share knowledge and experience of KAAP projects with other Units within IsDB and seek opportunities for joint collaborations.

  • Coach, mentor and develop junior staff in the Unit.

  • Participate in setting Unit and Individual objectives, monitor the same on regular basis and ensure achievement by all.

Academic and professional qualifications:

  • Bachelor’s degree in engineering. Certification like PMP would be preferred.

  • Experience and ability to direct execute and manage developmental projects.

  • Minimum 10 years of experience in handling end-to-end project implementation, preferably in a multi-lateral sector, of which minimum 3 years in the managerial / supervisory role.
