About the Country Programme:

People in Need (PIN) is a Czech NGO providing relief and development assistance in over 20 countries worldwide. Active in Afghanistan since 2001, PIN has been addressing humanitarian needs and implementing targeted development programs. Since the Taliban takeover, PIN has been focusing primarily on emergency responses in the Food Security & Livelihoods, Education, and Shelter/NFI sectors, supported by a range of donors. Recently, PIN has been shifting its approach back toward long-term, livelihood-oriented support.

Position Summary:

The Program Development Manager is a member of the Country Management Team (CMT). S/he is responsible for overall grant management and the expansion of PIN’s program portfolio in Afghanistan, aligning with the Country Program (CP) Strategy, as well as PIN’s and donors’ policies, guidelines, and quality standards. This role is pivotal in engaging with donors, fostering partnerships, and designing new interventions that address both Afghanistan’s urgent humanitarian needs and long-term development objectives. The Program Development Manager works closely with other members of the Country Management Team (CMT), particularly the Country Director (CD) and the Deputy Country Director for Programs (DCD-P) whose responsibilities include program implementation and monitoring oversight. For reporting and modifications to current projects, s/he collaborates closely with the respective Program/Project Managers. Additionally, the Program Development Manager collaborates extensively with the Afghanistan/Regional desk team at PIN’s headquarters and with PIN’s technical advisors.

Duties and Responsibilities:

Reporting & Grants Management

  • Serve as the overall supervisor and quality assurance lead for the collection, compilation, review, and editing and submission of both quantitative and qualitative donor reports, with support from Program/Project Managers and Country Program Coordinator;
  • Ensure all reports comply with relevant donor requirements in terms of structure and content, including the integration of protection, gender, “do no harm,” conflict/access sensitivity considerations and any other cross-cutting issues pertinent to the donor, and to PIN;
  • Maintain an internal tracking database of donors and reporting timelines, coordinating with key program and MEAL staff to ensure timely data collection and compilation;
  • Ensure comprehensive grant files, donor guidelines, and resources are kept up to date, properly archived, and readily accessible;
  • Oversee the archiving of donor communications, with support from the Country Program Coordinator.

Program Development

  • With support from the Country Management Team and other relevant program staff, propose and design new interventions, and develop high-quality concept notes and proposals, based on solid context and needs assessment/analysis. This includes coordination with all relevant departments (Program, MEAL, Operations) as well as PIN’s HQ;
  • Collaborate with the DCD-P to initiate assessments that inform program development, analyze data and contribute to/review MEAL reports
  • Together with CD, engage with donors on more strategic matters and new funding opportunities;
  • Explore potential new sources of funding in line with PIN’s strategy and principles, and ensure PIN’ Fundraising strategy and Action plan are followed and regularly updated;
  • Contributes, together with other CP-level CMT members (CD, DCD-P, and Head of Systems and Operations) to implement organizational changes and strategic objectives (localization, partnerships, etc.);
  • Together with the CD, DCD – P and HoSO, play a key role in partner identification, assessment, and management;
  • Together with the CD and DCD-P share responsibility for representation with key partners, donors and coordination fora.
  • With the support of relevant program and communication staff, develop communication materials and studies for external sharing.

Other duties and tasks as assigned by the line manager, based on current needs and opportunities.

Requirements:

  • Minimum bachelor’s degree in development or related field
  • Minimum 3 years’ experience working in programs or grants departments in a humanitarian and/or development NGO
  • At least 2 years of grants-related work experience
  • Proven experience in coordinating and writing multi-million-dollar proposals to key institutional donors such as DG ECHO/DG INTPA, USAID, FCDO, UN OCHA etc.
  • Proven experience in preparing and submitting reports to the donors listed above
  • Comprehensive understanding of all stages of program cycle management and quality standards in humanitarian/development programming
  • Experience working in complex and volatile contexts (familiarity with Afghanistan is an advantage)
  • Excellent communication skills, including fluency in spoken and written English

  • Salary as per PIN salary scale; €4,200 – €4,650 (including 1,350 € per diem and 400 € hardship allowance) depending on previous experience;
  • Reimbursement of flight tickets to the country of residence once every 6 months of work, PIN also provides 1200 USD allowance per flight for R&R trips (total of max two R&R flights per year, as the R&R is intended to be taken between the 6-month flights to the country of residence);
  • Reimbursement of costs of visas and vaccinations; assistance with visa application procedure;
  • Comprehensive travel insurance;
  • Medical helpdesk and psychological consultation available online;
  • 25 days of paid leave annually and 12 additional days of R&R leave per year;
  • Accommodation in PIN compound.
