Protection Associate
Organizational Setting and Work Relationships
The Protection Associate normally reports to the Protection Officer or the Senior Protection Officer. The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.
The Protection Associate is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern (PoC) and identify opportunities to mainstream protection methodologies and integrate protection safeguards in operational responses in all sectors. S/he contributes to designing a comprehensive protection strategy and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor.
The Protection Associate also ensures that PoC are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
– Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
– Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
– Assist in providing comments on existing and draft legislation related to PoC.
– Provide advice on protection issues to PoC; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.
– Assist in conducting eligibility and status determination for PoC.
– Contribute to measures to identify, prevent and reduce statelessness.
– Contribute to a country-level child protection plan as part of the protection strategy.
– Contribute to a country-level education plan as part of the protection strategy.
– Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities.
– Manage individual protection cases including those on GBV and child protection. Monitor, and intervene in cases of refoulement, expulsion and other protection incidents.
– Assist in identifying durable solutions for the largest possible number of PoC through voluntary repatriation, local integration and where appropriate, resettlement.
– Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.
– Facilitate effective information management through the provision of disaggregated data on PoC and their problems.
– Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures.
– Assist the supervisor in prioritizing PoC for interview, counselling and propose protection support for individual cases.
– Assist the supervisor with enforcing compliance of local implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.
– Assit the supervisor with enforcing compliance with, and integrity of, all protection standard operating procedures.
– Submit individual payments request for PoC for approval.
– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile
Nature of Position:
The incumbent of this position reports to the Head of Office based in Ed Dean; technical guidance is provided by the Protection Officer based in Zalingei. S/he is expected to provide day-to-day support on matters related to the Protection Cluster in South Darfur. This includes preparing meeting minutes that are timely and accurate, as well as acting as the chair of meetings when required. As a result of the ongoing conflict, Protection Cluster partners have modified their programming and, in some cases, changed the areas in which they are physically present. In addition, some humanitarian actors are attempting to establish presence in South Darfur for the first time or to re-establish/expand their physical presence. The incumbent is expected to maintain ongoing outreach efforts to ensure that all relevant humanitarian actors are encouraged to join Protection Cluster meetings and participate in cluster-related initiatives and processes, including regular reporting and contributing to advocacy messages. In particular, outreach to national and local organizations is expected to be prioritized.
The incumbent is expected to contribute to contextual analysis that guides the formulation of advocacy strategies that are inclusive and conflict sensitive. The incumbent is expected to be based in Ed Dean and to undertake regular field missions to support Protection Cluster initiatives and partners in South Darfur.
The incumbent is expected to join the duty station upon their appointment.
DCP:
The incumbent should have experience working in a conflict-affected or volatile security context and a track record implementing protection activities in emergencies serving IDPs and affected host communities. The incumbent should have capacity to apply key protection and protection mainstreaming principles including Do No Harm, AGDM, PSEA, AAP, conflict sensitivity and community-based approaches in the implementation of routine tasks. S/he must have knowledge of key protection standards related to internal displacement and international humanitarian law, and be familiar with the IASC coordination architecture.
S/he will be expected to have demonstrated capacity to build and maintain relationships with diverse stakeholders and to independently ensure consistent follow up of routine tasks with operational partners. The incumbent must be able to support UNHCR’s leadership of the Protection Cluster (including AoRs) by being able to link policies to emerging situations on the ground in order to formulate recommendations in collaboration with more senior staff. The incumbent should have demonstrated ability to support the implementation of capacity building exercises targeting Protection Cluster partners, particularly on routine matters such as the use of endorsed protection monitoring tools and service mapping.
The incumbent should be able to contribute to advocacy interventions on protection issues towards local authorities, armed forces/groups and other actors. S/he should have the ability to represent UNHCR effectively at the field level in engagements with other UN agencies and operational partners. S/he must also have the flexibility to take on different tasks, and to multi-task, in response to contextual changes and shifting organizational priorities. Solid written and verbal communication skills in English and Arabic are required.
