General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The Rehabilitation Manager will oversee the implementation of GOAL’s rehabilitation project including shelter repair, utilities and infrastructure, and dignified shelter in Idleb. This role is responsible for ensuring the application of GOAL’s systems and procedures while directly supervising Rehabilitation programme staff in Idleb.

Duties, objectives and competencies

Project Planning

  • Contribute to the development of SOPs, MOUs, and templates required for assessing and administering rehabilitation projects.
  • Lead the needs assessments and provide the technical assessment during projects planning and implementation.
  • Create activities budgets and work in collaboration with the Rehabilitation Manager to track and monitor budgets and expenditure rates.
  • Create a detailed work plan that identifies and sequences the activities essential for the successful completion of projects.
  • Collaborate with Shelter Engineers to sensitize relevant stakeholders to the program.

Supervision

  • Recruit, interview, and select staff with appropriate technical skills for project activities in consultation with the Rehabilitation Manager.
  • Manage technical staff in accordance with the organization’s established policies and practices.
  • Ensure that all project personnel receive appropriate orientation to the organization and at the start of each new project.

Project Implementation

  • Execute the project according to the project plan.
  • Short-list beneficiaries in consultation with relevant stakeholders and other GOAL staff.
  • Conduct housing, land, and property verification of short-listed beneficiaries.
  • Finalize beneficiary agreements after works are approved.
  • Monitor project progress and adjust as necessary to ensure successful completion.
  • Collaborate with Field Management to troubleshoot issues with contractors and technical works.

Project Control

  • Write reports on the project for management and funders.
  • Monitor and follow up on all budgeted project expenditures, working in collaboration with the Shelter Coordinator.
  • Manage the logistics associated with delivering the project.
  • Ensure project deliverables are on time, within budget, and meet the required quality standards.
  • Perform any other duties as required.

Requirements (essential)

  • Bachelor’s in civil/structural Engineering.
  • A minimum of five years of experience in implementing dignified Shelter, Shelter Repair and Rehabilitation, Infrastructure programmes in the humanitarian sector in Syria.
  • Good written and spoken English language skills, with proficiency in technical terminology.
  • Advanced computer skills with competencies in Microsoft Office applications (including MS Word and Excel).
  • Familiarity with construction management and design software tools, such as Primavera, AutoCAD, SAP, ETABS, EPANET, SewerCAD to enhance project planning, monitoring, and communication.
  • Thorough understanding of minimum standards in humanitarian interventions, such as Sphere, and a proven ability to apply these standards effectively.
  • Proficiency in maintaining comprehensive project documentation, including plans, specifications, progress reports, and technical drawings.
  • Profound understanding of construction project management methodologies, including project planning, scheduling, cost estimation, resource allocation, and risk assessment.
  • Working knowledge of ‘housing, land, and property (HLP) rights.
  • Ability to analyze complex technical problems, propose effective solutions, and make informed decisions that impact the project’s success.
  • Proven capacity for team building and performance management of a diverse team.
  • Proven problem-solving and coordination skills, strong communication skills, flexibility, and the ability to remain calm under pressure.
  • Living in Idleb.
  • Master’s degree in engineering or senior experience in Shelter programming, or management expertise in the humanitarian sector.

Requirements (desired)

  • Proven ability to build the capacity of partner/local organizations is an advantage.
