The Senior Protection & Rule of Law Manager (PRoL) – Center & South will oversee the implementation of protection and rule of law and child protection  activities in the Center South Region, which includes direct management of the Anbar team, child protection team, and providing oversight and support to the Legal Empowerment Manager – Baghdad for operations in the Center and South region . The Manager will ensure the successful execution of programs through technical, advisory, coordination, and management support.

This position will also serve as the focal point for IRC’s Child Protection Program, providing technical and management support to child protection teams. Additionally, the Manager will act as the primary liaison for the humanitarian programme in center and south region , representing IRC in coordination forums and strengthening relationships with other child protection actors, including UNHCR, UNICEF, MOLSA, and the Child Welfare Committee.

The Senior ProL Manager  will be responsible for organising the work of the protection and legal teams in the Center and South region ,  according to the harmonized tools of the protection programme, establishing and monitoring weekly/by-weekly and monthly work plans of protection visits, cases received, referrals and advocacy. He/she will also be responsible for ensuring the quality implementation of the projects and timely submission of reports, and answer requests for information in a timely fashion. The Senior ProL Manager  will coordinate with other stakeholders including INGOs, local authorities and other actors in the field in order to maximize the protection response in Anbar governorate.

Job Responsibilities

Project Management

  1. Oversee all Protection and Rule of Law activities in the Center South Region

  1. Financial & Administrative Oversight
  • Monitor procurement plans and expenditures to ensure compliance with IRC guidelines.
  • Maintain regular communication with the Senior Governance & Rights Coordinator , PRoL  Coordinator, and Operations teams to address logistical or administrative challenges.
  1. Quality Control & Donor Compliance
  • Ensure timely and accurate reporting of program activities and maintain compliance with donor (e.g., UNHCR, UNICEF, etc.) requirements.
  • Collaborate with the Protection & Rule of Law Coordinator to uphold IRC standards and ensure adherence to donor regulations and reporting timelines.
  1. Other Duties
  • Carry out any additional responsibilities assigned by the PRoL Coordinator  or Senior Management to support and enhance program impact.
  • Consistently monitor and address safety and security considerations for staff and beneficiaries in all field locations.

Position directly supervises: 
CSC Team Leader Qaim, Legal Team Leader Anbar, Protection Admin Support Officer Anbar

Position Technically Supervises: Child Protection Case Workers across areas of implementation

Matrix Reporting: The Legal Empowerment Manager- Baghdad who reports to the PRoL Coordinator, will be reporting to the Senior PRoL Manager for humanitarian programs being implemented in the Center & South region.  Similarly the Senior Manager will also coordinate closely with the Senior Governance & Rights Coordinator for matters of strategic importance and emergency.

Other Internal and/or external contacts:

Internal:  WPE Coordinator, ERD Coordinator, Field Coordinator Baghdad-Anbar , PRoL Managers , HAS Manager ,

External:  Relevant Ministries, partner NGOs, civil society actors, UNHCR Baghdad Field Office

Minimum Qualifications:

Education:           

·Bachelor’s degree in law,  social sciences, international development, or other relevant related field;

Work Experience:

Strong ethical and moral values with a commitment to humanitarian principles.
– University degree in social sciences, law, or a related field.
– At least 5 years of experience in protection and rule of law programming, including senior managerial experience.
– Proven understanding of international human rights frameworks and Iraqi law.
– Bilingual proficiency in Arabic and English is highly desirable.
– Strong skills in project management, monitoring and evaluation, and stakeholder coordination.

Demonstrated Skills and Competencies:
