UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Medical Care Services Officer reports to the Health Policy and Planning Officer.

Responsibilities

1- Under the direct supervision of the Health Policy and Planning Officer, provides technical guidance and advice to the Fields and other departments on various health programme components comprising: a. Assesses the utilization of out-patient medical care services including: nursing, oral health (dentistry), radiology, physiotherapy, oral health services, emergency care, special care and specialist care services and proposes appropriate actions for optimal use of available resources; b. Reviews the Fields’ operations on contractual hospital agreements, monitors the expenditures to ensure that they remain within the approved budget allocations; c. Advises Human Resources Department on matters pertaining to the human resources management for health staff, which includes medical examination of international and local staff according to the relevant Health Technical Instructions (HTIs); d. Develops, monitors and evaluates the Agency’s laboratory services through the following functions and responsibilities: i. Supervises, plans, directs, and evaluates laboratory services; ii. Makes periodic field visits to ensure that equipment and supplies are maintained and techniques are performed in accordance with the Agency’s standard operating procedures; iii. Develops and maintains appropriate system for quality assurance of laboratory tests; iv. Provides technical advice to the Department of Education on curriculum development at UNRWA Vocational Training Centers and on the organization of practical training of trainers at UNRWA health facilities; e. Coordinates and acts as a focal point for the Medical Diagnostic Services Agency-wide through the discharge of the following duties: i. Coordinates and facilitates the revision of the medical supply catalogue and recommends additions, deletions and change of specifications of the catalogue items relevant to these services; ii. Coordinates with concerned technical staff at service delivery level the establishment of a standard system for referral, registration and reporting; iii. Coordinates with concerned staff the revision of the periodic reporting system in Headquarters to reflect reliable and comprehensive data, and the quality, quantity and cost effectiveness of these activities; 2- Provides substantive support to the Health Policy and Planning Officer in the development, monitoring and evaluation of the Agency’s medical care services programme and prepares the relevant technical instructions, clinical guidelines and periodic assessments of programme activities; 3- Coordinates, facilitates and assists the fields in the procurement of laboratory equipment, supplies, reagents and medical diagnostic equipment, accessories, consumables and spare parts in coordination with the Procurement and Logistics Division (PLD) through: a. Screening the specifications of the ordered equipment; b. Makes technical evaluation of offers received against the ordered equipment; c. Establishes minimum acceptable standard specifications for major equipment; d. Participates in the pre-qualification of potential suppliers and manufacturers of medicine and medical supplies; e.
