IMF Capacity Development Strategies
Capacity development represents the third pillar of IMF functions. It is closely connected to financial aid and monitoring, since the aim is to support member countries to construct and adapt their economic institutions, to prepare and implement public policies, and global economic development strategies.
Since 2015, the IMF has incorporated the Sustainable Development Goals to the capacity development pillar – also known as the 2030 Agenda – a set of 17 global targets established by the United Nations General Assembly (UN-GA).
Thus, the Fund is placed on a broader international agenda, spanning topics such as education, gender equality, and environmental sustainability, among others, supporting member countries to achieve these objectives from their economic policies.
Capacity development
Capacity development currently represents one-third of the Fund`s resources and has been a vital function for more than 50 years.
Capacity development includes a range of agents, such as ministers, central bank presidents and technicians, fiscal authorities, private economic institutions, and academics, among others.
Its objectives are strengthening public finances, modernizing monetary and exchange regimes, supporting financial systems, developing legislative and legal structures, improving governance, and promoting the production and circulation of statistical data.
Capacity development can be requested by all of the 190 members, without any differentiation with regards to access. In recent years, developing countries, and those affected by crises, represent the main group of beneficiaries.
How the IMF provides capacity development to its staff
The IMF performs this role through:
a) Personal visits by the Fund`s technical staff, when requested by the member country.
b) Allocation of personnel as permanent residents in member countries, so there is always a contact person.
c) A global structure of development training centers.
d) Provision of training and classes for government officials, and central bank members of staff, among others.
e) Open, free online courses.
