Job Purpose

  • The MEAL Manager will develop and implement a comprehensive Monitoring, Evaluation, Accountability, and Learning strategy aligned with Violet’s vision, providing technical leadership to ensure robust systems and processes. They will oversee data collection and analysis, manage Syria regional response databases for high-quality data, and lead the research and learning agenda while promoting community engagement and beneficiary feedback. Representing Violet in MEAL forums, they will coordinate strategic partnerships and mentor the MEAL team to enhance capacity and continuous learning. Additionally, the manager will assist in high-quality proposal development, report on key performance indicators, and uphold Violet’s values by ensuring compliance with child protection and PSEA principles. The MEAL manager will report to the program director.

Key Responsibilities

Strategic Leadership:
• Develop and implement a comprehensive MEAL strategy aligned with Violet’s standards and vision.
• Provide Technical leadership and ensure robust MEAL systems and Processes.
Data Management & Quality Assurance:

• Oversee data collection, analysis, and reporting to inform decision-making,
• Manage the Syria regional response databases and ensure high-quality data.
Research & Learning:
• Lead the development of the Syria research and Learning agenda, conduct operational research, and promote knowledge sharing.
Accountability & Participation:
• Ensure community engagement in MEAL processes and oversee the systematic collection of beneficiary feedback.
External Representation:
• Represent Violet in MEAL Forums and coordinate strategic partnerships to enhance research and learning capacity.
Capacity Building:
• Lead and mentor the MEAL team, enhancing skills and promoting a culture of continuous learning.
• Identify training needs and develop capacity-building initiatives for Violet staff and its partners (if applicable).
• Facilitate workshops and training sessions to enhance skills and knowledge related to MEAL Department.
Proposal Writing:
• Assist in the development of high-quality proposals from MEAL perspective, including Expressions of Interest (EoI) and Concept Notes (CN).
• Collaborate with program teams to ensure proposals align with organizational goals and donor requirements.
Reporting and Evaluation:
• Provide regular reports to the program director on progress, challenges, and opportunities.

• Responsible for compiling and reporting against KPIs of Violet.

Others:

· Commitment to the path and values of the Violet (Faith in youth and volunteers, Integrity, and honesty, sacrifice and altruism, teamwork and team spirit, innovation and creativity, elegance handling and beneficiary dignity, responsiveness and initiative).

· Respect and apply all the PSEA and child protection principles, and show high commitment to report any PSEA & CP action.…etc.

· Commitment to implementing policies by taking them into account when planning and designing activities, as well as when receiving complaints or noticing issues related to this matter, and fulfilling their obligation to report them directly through designated channels or directly to senior management. Raising awareness among designated staff about the child protection policy and the protection from sexual exploitation and abuse, as well as the reporting mechanisms and how to handle them.

Note: the above-mentioned key responsibilities / accountabilities are illustrative ones. Other future responsibilities/accountabilities may be assigned to the job depending on the department’s organizational chart.

Qualification (Education/Work Experience)

Essential:

· Bachelor’s Degree in relevant fields such as Sociology, Anthropology, Statistics, or Project Management, with a minimum of 5 years of professional experience.

· Other relevant professional / management certifications would be an advantage.

· Fluency in English and Arabic.

Desirable:

· More than 8 years of experience in the humanitarian and/or development sector.
