Country: Sudan – Port Sudan depending on visa approval, the exact location will be decided based on the evolution of the current context; this includes locations in neighbouring countries, especially Chad
Duration: 7 months – starting in August 2024
Conditions: Salaried contract, gross monthly salary from €1,957 to €2,678 depending on experience, monthly per diem 600 €, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months.

TGH background

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and livelihood, education and child protection. TGH is currently operating in 10 countries in Africa, Asia, Europe and the Middle East.
Presentation of the mission
TGH has a long-standing presence in Sudan: first implementing a multi-sectoral program targeting displaced people and host communities in Geneina (West Darfur) in 2004, it extended its presence to Central Darfur (Bindizi and Um Dukhun) in 2005 and 2006 respectively. Since then, TGH has maintained a continuous presence in both states, despite an increasingly complex context, and has also intervened in Khartoum, Gedaref State, Al-Jazeera State, and South Kordofan.
Since the outbreak of the current Sudan conflict in April 2023, creating the largest displacement population in the world at current time, TGH has developed multi-sectoral projects in consortium with other international NGOs to meet the needs of crisis-affected populations in Darfur, Khartoum and Jazeera states. TGH has more than 100 national staff in the field, based in Golo, Um Dukhun, Bendasi, Zalingei (Central Darfur), Geneina & Foro Baranga (West Darfur), Sennar state, and its coordination office in Port Sudan. It has more than 10 expats based in Chad & Sudan.
TGH’s extensive and long-standing presence in Sudan, in particular in West and Central Darfur, enables us to understand the context and the evolution of humanitarian needs and to deliver life-saving humanitarian assistance where it is needed the most.
Ongoing activities include:
- Emergency assistance to displaced people affected by conflict and/or natural disasters (provision of NFIs and emergency shelter, hygiene and dignity kits, etc).
- Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community-based committees and local authorities in WASH services sustainable management
- Strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities, as well as provision of MPCA.
- Child Protection activities including PSS, CP Case Management, support for Child Friendly Spaces, and CP awareness-raising.
With a current volume of approximately 14 millions, TGH in Sudan is funded by donors such as ECHO, BHA, OCHA-SHF, and CIAA (French MoFA).
Presentation of the project
During this unstable period, TGH is globally resuming emergency activities by adapting the response to the deterioration of the context in the sectors of WASH, Protection, NFI/ES and FSL. The area of intervention will depend on the evolution of the conflict and the access to Khartoum and areas of displacement e.g. Al Jazira State. The CDCS consortium aim to ensure access to timely emergency lifesaving multi-sectoral assistance to conflict-affected populations, including access to health and nutrition care, WASH, Shelter/NFI, Protection and MPCA. Within this consortium, TGH will focus on the 3 sectors of MPCA, WASH and Child Protection in close coordination with other consortium partners (PUI; SI; MercyCorps). Flexibility is needed both in the way of working and in the way of implementing the projects – including with international and local partners.
Job description
The Project Manager (PM) works under the line management of the Deputy Country director for programs, and in close collaboration with Field Coordinators. The PM will also coordinate with the MEAL department, and will liaise with the HQ technical department.
General assignment: The Project Manager is responsible for emergency response activities under CDCS project, budgets, teams and liaison with relevant stakeholders, with a particular focus on local partners, needs assessment & analysis.
Project Development, Management and Reporting
- Participate in all aspects of TGH CDCS project, including Activities Planning, Implementation and Monitoring, Team Supervision, Procurement, Financial Monitoring, Knowledge Management and Donor Reports.
- Ensure proper programming, planning, implementation, supervision, monitoring, evaluation and learning of all project activities, in compliance with project proposals, donors’ requirements, and TGH best practices.
- Propose relevant adaptations to TGH implementation strategy as needed, in close consultation with all relevant stakeholders, in compliance with TGH regulations and donors’ requirements. This implies regular consolidation of information, data and analysis from various sources and suggestions/propositions for new/revised interventions.
- Participate in proposal writing and development of the mission.
- Participate in activity monitoring, data collection and information management from field teams to consolidate Information Management and Monthly Reports, including project monthly follow-up tools.
- Engage with Field Teams and DCD-P on regular analysis of project progress, achievements and changes, including technical challenges, potential risks and proposed solutions or mitigation measures, with findings and recommendations to Country Director.
- Develop project reports to donors.
- Plan and supervise Project Technical Review, Evaluation and Baseline/Endline Surveys and Technical Studies.
- Support as much as possible local partners in project implementation and documentation.
Human Resource Management
- Participate actively in recruitment process, in coordination with the Field Coordinators, the HR Coordinator and the Country Director.
- Ensure HR Evaluation Performance of programme staff on a regular basis, in coordination with the Field Coordinators.
Finance, Logistics and Administration
- Supervise financial monitoring of the assigned project, in particular for activities carried out by local partners.
- Supervise and support logistics and administrative tasks related to CDCS project, in particular for activities carried out by local partners in coordination with Support Services staff and in compliance with TGH procedures and donors requirements.
- Prepare and update procurement plans and other logistics requests to Administrative & Logistics Manager.
- Report to the Country Director or DCD-P any breach (or potential breach) in TGH procurement or financial procedures, as well as any (suspected) act of fraud, corruption or bribery.
- Monitor the cost-efficiency of project performance and recommend relevant and suitable improvements.
Coordination
- Represent TGH with beneficiaries, donors, authorities and other stakeholders as needed.
- Liaise with Sudan Government’s authorities as needed, in close coordination with Country Director.
- Attend and actively participate in TGH Team Planning & Coordination Meetings.
- Organize regular meetings with local partners and report to DCD-P.
- Be proactively engaged in regular Clusters and Working Groups meetings related to the scope of the project.
- Supervise the completion of monthly, quarterly, or annual updates requests from various Clusters.
- Advise the MEAL Manager in developing strategy and materials specific to CDCS project and provide support on the implementation of this tools.
Security
- Monitor in close coordination with DCD-P and Field Coordinators, security evolution on a weekly basis, including information on contextual changes in each areas of intervention and if any change from stakeholders’ presence, attitudes and/or relationships.
Others
- Explore potential partnership opportunities with national and international NGOs or civil society organisations.
- Observe confidentiality when performing all tasks mentioned above.
These responsibilities may be reviewed as field requirements change.
Safety, working and living conditions
The Project Manager will strictly follow TGH Security Plan depending on the place of assignment.
TGH will monitor the security situation on a weekly basis and will take decisions on accommodation and working conditions consequently. As the context is unpredictable, TGH will take all the necessary precautions to ensure the safety and decent working and living conditions without putting the Project manager at risk.The person assigned should be adaptable and ready to move if the context evolve.
Profile
Educational background and experiences
- Previous experience in WASH
- Significant humanitarian experience in project management in emergency contexts
- Significant experience in working with or through local partners
- Experience in MPCA is an asset
- Knowledge of Sudan context is strongly appreciated
- Experience in managing a multi-sectoral project
- Experience in conflict area / post-emergency contexts desired
Skills
- Good knowledge of the humanitarian environment (NGOs, UN, EU…) in particular the institutional functioning in case of crisis (PRS, clusters, specialized donors, effective functioning of coordination mechanisms…)
- Ability to set up new teams to open new areas of intervention
- Mastery of computer tools, at least Pack Office, Internet, Outlook. Mastery of specialized software for data collection / statistical analysis (e.g. Kobo / ODK.) and GIS (e.g. Google Earth, QGIS) will be a plus
- Competent in Microsoft Office
- Excellent professional approach and strong team-building skills
- Fluent English mandatory (oral and written)
- Arabic speaking would be a strong asset
