| Overview of position |
While a decade of political crisis and recent violent conflict devastated Libya’s population and development trajectory, many of Libya’s current structural development challenges date back to the pre-revolution era, including limited economic diversification, overreliance on oil revenues, foreign labour, and public sector employment. Public institutions need more infrastructure, equipment, and human resource capacities, including rule of law and justice-related institutions. The Law No. (47) Of 1975 On Prisons article 26 foresees that Libyan prison authorities provide vocational training for their inmates. Given the volatile situation and armed conflicts experienced by Libya over the past decade, it has been difficult for the Libyan state to adhere to such provisions foreseen in their law, and correctional institutions such as the Jdaida female prison didn’t offer such opportunities for its inmates. In 2022, Our client provided the prison with equipment and laptop for their vocational center. With these laptops, the prison provided capacity building for 15 judicial policewomen. Unfortunately, Jdaida prison discontinued the training due to a lack of capacities and funds. |
| Role objectives |
A consultant will provide a training to two groups of the inmates in daily sessions over Three months to certify them as skilled persons. The consultant will provide them with at least (but not exclusively) the following:
During the course, learning techniques will incorporate an andragogic approach that enables the active involvement of participants in the process. To this end, the consultant should alternate theoretical presentations, followed by practical sessions in IT skills. The consultant will be responsible for the development of the training’s agenda which will be approved by our client and the Jdaida prison management. This agenda is designed according to the prison’s requirements of 3-month training, 5 days a week, from 4pm to 6pm. Training Program Reporting and Monitoring and Evaluation The consultant will prepare a final report for the activity at the end of her/his assignment. The report will highlight recommendations for the sustainability of the activity in Jdaida prison and mention what needs to be enhanced. The consultant will support monitoring and evaluation activities (in collaboration with the M&E focal point: distribution of pre-and post-surveys or other). |

| Key competencies |
Five (5) years of proven practical expertise in IT skills, including hardware, software, and Microsoft technologies. A minimum of 3 years of work experience as IT Instructor, ideally in a vocational education setting. Knowledge of local correctional and security protocols and willingness to adapt to Libyan regulations and cultural practices. Strong communication and interpersonal skills, with cultural sensitivity. Patience, empathy, and a commitment to the rehabilitation and well- being of incarcerated women in Libya. |
