Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action contre la Faim focuses its actions on 5 main areas of expertise: Nutrition and Health – Mental Health, Psychosocial Support and Protection – Food Security and Livelihoods – Water, Sanitation and Hygiene – Advocacy. Mission :

Under the supervision of the Country Director, your role will be to :

Coordinate ACF country strategy implementation at field level
Contribute to the design and update of the country strategy by providing field inputs to the Country Director
Implement the country strategy at field level in collaboration with the Deputy Country Director, Head of Technical Departments, Security HoD and Program Managers
Identify new opportunities and propose new interventions
Establish the field office and set up processes in line with the coordination office (Maputo), in coordination with the Finance, HR, Log HoDs and Security HoD
Coordinate overall implementation of program at field level
Supervise and monitor the implementation of regular programs at field level
Facilitate the conception of new projects in collaboration with Head of Technical Departments, Deputy Country Director for Programs and Program managers
Supervise the work of the support services at field level, in collaboration with the Finance, HR and Logistics HoDs
Ensure the synergy between Technical and Support services at field level
Ensure the implementation of recommendations from ACF high/middle level management resulting from internal audit, experts’ field visits, etc.
Manage the team at field level
Supervise and manage all staff under your immediate responsibility
Recruit direct reports in line with the targeted organogram defined for 2023
Monitor the social climate at field level and report to Country Director in case of social issues
Manage overall training needs at field level
Promote the commitment to ACF Charter and prevention of frauds and power abuses and inform the Country Representative in case of frauds or power abuses
Facilitate good relationships with the coordination team
Update the coordination team on program implementation
Refer proactively to the coordination team for any matter that could jeopardize the programs, the funding or the security of staff and premises
Ensure field teams and proactively express relevant demands of support to coordination team in order to maximize operational efficiency and impact
Be a facilitator between the field and the main base
Pilot the follow-up on technical and support departments’ recommendations
Represent ACF and liaise with regional authorities, UN, NGOs at field and regional level

Profile :

You hold a Master’s Degree, ideally in Humanitarian Program Coordination, International Development, International Relations.
You have at least 3 years of field experience in operational management of humanitarian programs in a similar role, including an experience in emergency context.
You have at least 2 years’ experience in a managerial role, with excellent leadership and management skills in a complex international setting. You have training, coaching and capacity building experience skills.
You are particulary competent in strategic humanitarian context analysis and you are familiar with ACF intervention sectors (FSL, WaSH, Nutrition).
You have knowledge of standard logistics, financial and HR procedures and practices.
You are very good at communication, networking and representation (written, oral, cross cultural).
You speak and write fluently English and ideally know Portuguese, Spanish, or Italian.

Conditions d’emploi

Fixed term contract under French legislation: 12 months
Monthly gross salary from 2597 to 2968euros upon experience
Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
Annual salary increase: 6% increase after and each 12 months of continuous contract
Monthly per diem and living allowance: 622euros net, field paid
Monthly country allowance: 150euros
Child allowance: 1500euros per year per child present in the country of origin (maximum 6000euros/year)
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
Salary sustainment measures (sickness, paternity, maternity)
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 euros for each RnR period
