The American Bar Association-Center for Global Programs is seeking a Field Finance Director for Kinshasha. The Field Finance Director oversees the financial operations for the assigned ABA program(s) and or portfolio(s). Under the minimum supervision of senior management, the Field Finance Director works with ABA ROLI program and finance teams in Washington, DC to provide financial leadership to the field office and all programs in the assigned country(ies) and/or portfolio(s). The FFD works closely with the appropriate senior managers to ensure compliance with donor and ABA ROLI policies and procedures. The FFD also works to oversee and ensure financial compliance with local laws.

The FFD designs and enforces financial system processes and procedures for the assigned country(ies) and/or portfolio(s).

S/he/they oversees the financial growth strategy of the assigned country(ies) and/or portfolio(s) in alignment with the program or portfolio growth strategy set by the appropriate senior management.

The FFD is responsible for managing all personnel under her/his/their authority including ensuring compliance with all ABA policies and systems.

Essential Job Duties

  • Establishes and maintains end-to-end adherence to financial system processes and procedures, as needed.
  • Standardize financial processes based on the local context and in alignment with the Donor and ABA ROLI requirements.
  • Responsible for the handling of office funds, including bank accounts and petty cash; conducting monthly bank and cash reconciliations.
  • Assists senior management and home office program staff in producing monthly and quarterly projections.
  • Works with program staff to prepare monthly cash forecast and share it with ABA ROLI Washington, D.C. office.
  • Monitors field program spending against approved budgets and reports on the same.
  • Maintains up-to -date financial records of payment to local vendors and local consultants. Ensuring timely payment to local vendors in compliance with ABA ROLI policies and procedures.
  • Maintains office financial and operational policies, including cash management security policies in collaboration with ABA ROLI’s field office and Washington-based security staff; Update existing policies.
  • Maintains Field Office Shared Cost Agreement (FOSCA) to allocate field expenses accordingly.
  • Trains staff and local partners in Compliance requirements.
  • Maintains and produce VAT monthly report, where required.
  • Enters expense reports into Chrome River routinely.
  • In consultation with DC Finance, serves as a point contact for ABA ROLI’s local partners act as a focal point, brief partners to ensure they understand ROLI and donor regulations on finances, conduct spot checks on subawards, provide advance finance trainings where needed.
  • Reviews the cash on hand (COH) and submit to the program team on a monthly basis.
  • Reviews, validates, and routes program financial reports to the program team in Washington, D.C. in addition to the Chrome River reports.
  • In cooperation with the senior management analyzes pipelines and other financial data.
  • Assists with the preparation of new award budgets as well as no-cost and cost extensions.
  • Prepares monthly staff рауroll and lосаl tax payments.
  • Advises on drafting, executing, and managing contracts for local staff, consultants, and vendors; In collaboration with Senior Management and PMU leads, ensure leave time is tracked accurately.
  • Maintains files of all contracts, agreements and supporting documents, etc.
  • Manages staff and is responsible for their performance evaluations, oversees their timekeeping, is responsible for recruitment efforts, as assigned.
  • Ensures local staff follow procurement standards and procedures, as established by ABA ROLI.
  • Maintains local inventory report and property files.
  • Assists with providing the annual inventory report as per donor requirements
  • Other related duties as required.

Required Education, Qualifications, Experience

  • Bachelor’s degree in accounting, commerce, finance, or any related area.
  • Minimum 6 years of experience in the international development field.
  • Minimum 4 years of experience in managing international development financial matters working in the field or HQ.
  • Experience with financial management software and accounting spreadsheets, such as QuickBooks, Chrome River, Oracle cloud, Excel.
  • Experience and familiarity with general auditing principles and standards.
  • Experience with, and knowledge of, U.S. Government procurement regulations.
  • Experience with preparing and forecasting budgets.
  • Experience managing staff and working within a team composed of administrative, financial, and programmatic staff.
  • Strong written and oral communication skills and the ability to communicate effectively in English.
  • Experience working with US government-funded projects, including familiarity with OMB Circular financial regulations.
  • Ability to use discretion when working with confidential documents and information.
  • The field finance director must also be organized, detail- oriented, ethical, responsible, trustworthy, a team player, and discrete when working with sensitive information.

Preferred Education, Qualifications, Experience

  • A degree in master’s in business administration or equivalent.
  • CPA or equivalent certification.
  • Experience in human resource management and/or office administration
  • Experience working in a professional setting with individuals from diverse cultural backgrounds.
  • Knowledge of French or Spanish or other relevant language, as appropriate.
