Background:

  

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. 

 

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate. 

 

The post is located in the Tolerance and Non-Discrimination within the OSCE Office for Democratic Institutions and Human Rights (ODIHR) in Warsaw. The Tolerance and Non-Discrimination Department works in the areas of preventing and responding to hate crimes, combating racism and xenophobia, anti-Semitism, intolerance against Muslims, intolerance against Christians and members of other religions; and fostering mutual respect and understanding.

 

Tasks and Responsibilities:

 

Under the supervision of the Head of the Tolerance and Non-Discrimination Department, the incumbent performs the following functions:

 

  1. Developing, delivering, and managing gender-mainstreamed capacity-building projects and other activities aimed at combating racism, xenophobia, intolerance against Christians and members of other religions, in particular hate crimes, in close co-operation with other ODIHR programmatic departments and the ODIHR Project Co-ordination Unit, as relevant; 
  2. Monitoring and reporting manifestations of racism, xenophobia, intolerance against Christians and members of other religions in the OSCE area, in particular hate crimes, and on the response of governmental authorities, civil society organizations, and other relevant actors, and co-ordinating the inclusion of relevant information in ODIHR reports, publications, and the Tolerance and Non-Discrimination Information System and further dissemination through the organization of suitable events; 
  3. Analyzing and advising on issues, patterns and trends related to racism, xenophobia, intolerance against Christians and members of other religions in the OSCE area; recommending appropriate gender-sensitive interventions, and providing background reports and talking points for the Head and Deputy Head of the Tolerance and Non-Discrimination Department and ODIHR senior management; 
  4. Supporting the work of the Personal Representative of the OSCE Chair-in-Office on Combating Racism, Xenophobia and Discrimination, also focusing on Intolerance and Discrimination against Christians and Members of Other Religions; supporting the country visits of the Personal Representative, including by preparing background reports and participating in meetings with state and non-state actors; 
  5. Establishing and maintaining contact with relevant stakeholders on issues and activities related to combating racism, xenophobia, intolerance against Christians and members of other religions in order to receive regular updates on their work and to support, co-ordinate and co-operate on relevant activities and projects, including civil society coalition-building efforts to address areas covered by the incumbent’s portfolio; 
  6. Representing ODIHR at external events and meetings addressing racism, xenophobia, intolerance against Christians and members of other religions.

Necessary qualifications:

 

  • First-level university degree preferably in international relations, political science, social sciences, law or other disciplines related to human rights;
  • A minimum of six years of progressively responsible professional-level experience at national and international levels in the human rights field, preferably in the field of combating racism, xenophobia and other forms of intolerance;
  • Excellent understanding of issues relating to racism, xenophobia, intolerance against Christians and members of other religions, including the relationship of intolerance on grounds of religion or belief with freedom of religion or belief. Experience of applying knowledge of issues related to racism, xenophobia, and other forms of intolerance and familiarity with regional and international initiatives to combat racism, xenophobia, and other forms of intolerance;
  • Excellent knowledge of relevant international human rights standards and experience of applying this knowledge.
  • Experience in the development and implementation of educational and capacity-building programmes for combating racism, xenophobia, and other forms of intolerance;
  • Proven experience in project design and implementation, preferably in the field of combating racism, xenophobia and other forms of intolerance;
  • Experience in analyzing, monitoring, and reporting on hate crimes and incidents, particularly racist and xenophobic hate crimes and hate crimes against Christians and members of other religions;
  • Proven experience of delivering trainings and public presentations;
  • Sound political judgement; excellent analytical and writing skills; ability to work under pressure and meet deadlines; initiative and organisational skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender and diversity perspective into tasks and activities.
  • Demonstrated ability to work in a multicultural team. 
     

Remuneration Package:

 

Monthly remuneration is approximately EUR 6,800 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee’s salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Appointments are normally made at step 1 of the applicable OSCE salary scale.

The OSCE is a non-career organization committed to the principle of staff rotation, therefore the maximum period of service in this post is 7 years. The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
