Global Rights is a foremost human rights and governance capacity-building non-governmental organization (NGO). The organization works at the intersection of the protection, promotion and fulfilment of human rights through good governance. We provide technical assistance and training to enable local partners document and expose human rights abuses, conduct community outreach and mobilization, advocate for legal and policy reform, and provide legal and paralegal services.

Background:
The North-West region of Nigeria, previously considered to be relatively safe is now the battleground for a mutated offspring of festering insecurity issues in the region. The activities of these terrorists threaten the security of lives and infrastructure, as well as gains made in the struggle for the advancement of women’s rights and peacebuilding efforts by development actors, civic participation, and the fundamental rights of citizens in the region.

With significant hurdles to overcome in advancing women’s rights and voice, the instability in the North-West threatens to put women’s issues on the back burner and erode the gains made over the years.
This intervention with support from the UK Foreign Commonwealth and Development Office through its Nigeria Stability Programme – Women, Peace and Security (WPS) project seeks to achieve better inclusion for women in peacebuilding efforts and the civic space, and build community resilience against insecurity and violent extremism in the Northwest.

With this context, Global Rights wish to commission a research firm/team that will conduct baseline to include Conflict Triggers Assessment (CTA) and community mapping assessment in Katsina and Kano state.

Objectives:

  • Develop mapping and assessment tools across all intervention areas including women’s inclusion in peacebuilding, conflict triggers, the existence of early warning response systems and the level of community awareness where it exists, etc.
  • Conduct a mapping exercise to identify the key stakeholders, power dynamics, and interests in the target communities.
  • Conduct a conflict triggers assessment (CTA) to identify potential triggers for conflict, and develop strategies for conflict prevention and resolution.
  • Develop assessment reports based on the data gathered from the mapping and CTA exercise

Scope of Work:

The consultancy will involve the following tasks:

  • Develop Mapping and CTA Tools: The research team will be responsible for developing mapping and CTA tools. The tools will be based on existing best practices and will be adapted to the local context. The research team will work in consultation with partner organizations in target states as well as Global Rights to ensure that the tools are relevant and appropriate.
  • Conduct Mapping and CTA Exercise: The data collectors will use the mapping and CTA tools to collect data from the target communities. The mapping exercise will identify the key stakeholders, power dynamics, and interests in the target communities. The CTA exercise will identify potential triggers for conflict, and develop strategies for conflict prevention and resolution. The Assessment will also measure the level of women’s involvement in peacebuilding efforts in the states, the existence of early warning response systems as well as the level of community awareness of early warning response systems where it exist.
  • Produce Assessment Reports: The research leads will work with the data analyst to produce assessment reports based on an analysis of the data gathered from the mapping and CTA exercise. The reports will include recommendations for conflict prevention and resolution.

Deliverables:

  • Mapping and CTA Tools: The research team will develop mapping and CTA tools, which will be reviewed and approved by the implementing staff of both organizations.
  • Assessment Reports: The research team will produce assessment reports based on the data gathered from the mapping and CTA exercise. The reports will include recommendations for conflict prevention and resolution. The report will serve as an evidence-based baseline report on existing knowledge and perception of women, peace and security issues in the North West

Timeline: The consultancy will be conducted over a period of 4 weeks.

Budget:

The consultancy budget will cover the following costs:

  • Consultancy fees for the research team
  • Travel cost for the research leads
  • Data collection and analysis costs

Intellectual Property Rights:
All intellectual property rights arising from the consultancy will be the property of Global Rights. The research team will not disclose or use any confidential information obtained during the consultancy for any other purpose without the written consent of Global Rights.

Confidentiality and Ethical Considerations:
The research team will ensure that all data collected during the consultancy is treated with the utmost confidentiality and in accordance with ethical principles. In particular, the team will obtain informed consent from all participants before collecting any data, and will ensure that data is stored securely and only accessible to authorized personnel. The team will also comply with any relevant legal and ethical standards, and will report any ethical concerns or violations to Global Rights immediately.

Expected Qualifications:
The research team should have the following qualifications and expertise:

Lead Researcher:

  • At least Bachelor’s degree in a relevant field such as conflict studies, social sciences, or international development. Master’s degree is desired.
  • Experience conducting mapping, baseline and CTA exercises in conflict-affected areas
  • Knowledge of conflict prevention and resolution strategies
  • Excellent analytical and report writing skills
  • Fluency in English and local languages spoken in the target communities
  • Experience working with communities and conducting research in challenging environments

Reporting:
The research team will report to the Executive Director and Program Manager throughout the consultancy, providing regular updates on progress, challenges, and any necessary adjustments to the workplan. The research team will also provide a final report at the end of the consultancy, which will include a summary of the key findings, recommendations for conflict prevention and resolution, and any other relevant information.

Proposal Submission:
Interested qualified consultants are invited to submit a proposal that includes the following:

  • An understanding of the requirements
  • Methodology and work plan for performing the assignment
  • Project delivery plans
  • Relevant services undertaken in the past with detailed reference list indicating the scope of similar assignments
  • Budget
  • Registration and other relevant statutory documents
  • 2 writing/report sample
