Background
iMMAP Inc. Inc. has been actively operating in Afghanistan since 2007, providing solutions to the information management (IM) needs of the humanitarian community to support informed decision-making processes.
Humanitarian operations rely on data to identify, analyze, and communicate the needs of affected populations to ensure that humanitarian action is evidence-based, measurable, and accountable.
iMMAP Inc. Inc. Afghanistan aims to ensure that humanitarian clusters, UN agencies, NGOs, and other key actors providing humanitarian assistance in Afghanistan, have access to accurate, relevant, and timely data and information, enabling them to enhance the impact of their activities.
Scope of Work
During 2024, iMMAP Inc. Afghanistan has expanded its Capacity Strengthening activities and established a dedicated Capacity Strengthening Unit, with a team of diverse specialized staff. The unit works to ensure the provision of effective capacity strengthening support to the humanitarian community in Afghanistan. These activities are delivered through e-learning, in-person and online training, and by facilitating learning through producing and sharing varied resources in coordination with key stakeholders.
As a key component of the current IM3DR project implemented by iMMAP Inc. in Afghanistan, the Capacity Strengthening team is working to ensure that activities align with best practice in fostering local leadership in humanitarian action, aiming to provide context-specific and tailored support in dialogue with key stakeholders.
iMMAP Inc. Afghanistan’s offers capacity strengthening and learning support to humanitarian cluster coordination teams, INGOs, members of the NGO coordination body and civil society in Afghanistan on the following topics and thematic: humanitarian data
literacy, humanitarian information management and geographic information systems, humanitarian reporting through the ReportHub platform, and disaster risk analysis for hydrometeorological and geological risks, using the Humanitarian Spatial Data Centre platform.
The Humanitarian Data Literacy capacity strengthening programme was launched in 2024, to bolster the data usage capacity of local humanitarian and civil society organizations operating in the provincial areas across Afghanistan. Through facilitating a range of learning events and resources, the program aims to improve evidence-based decision-making processes and capacities among local humanitarian and civil society organization, to improve sustainability, resilience and overall outcomes of humanitarian assistance in Afghanistan.
Description of Duties
Programme Management:
- Oversee the Capacity Strengthening Unit, ensuring appropriate resources are in place by managing the drafting of Terms of Reference, recruitment, onboarding, and supervising the team to meet project objectives.
- Lead the effective planning, development, and execution of capacity strengthening strategies, work plans, and activities.
- Ensure compliance with internal policies and procedures:
- Coordinate closely with units within iMMAP Inc. Afghanistan, to oversee implementation of activities, in compliance with financial management good practice and policy.
- Collaborate closely with relevant iMMAP Inc. Afghanistan and Headquarters staff to maintain compliance with security advisories and contribute to risk assessment and management processes.
Stakeholder Engagement:
- Facilitate stakeholder engagement efforts to promote iMMAP Inc. Afghanistan’s unique value offer and products, ensuring stakeholder needs are identified and that stakeholders are engaged in the design of capacity strengthening activities.
Capacity Strengthening:
- Oversee the team in the developing and delivering capacity strengthening and learning activities through e-learning, in-person and online training and events.
- Coordinate with senior management and key partners to plan and organize a humanitarian data leadership workshop in Afghanistan.
- Ensure the iMMAP Inc. Afghanistan online learning platform is maintained and course catalogue is expanding to meet evolving needs.
Knowledge Management and Learning:
- Ensure the ongoing monitoring, evaluation and reporting of training activities.
- Ensure document management within the unit, including the documentation and internal dissemination of training practices, approaches, tools, and good practice.
- Facilitate the production of evaluation, assessment and learning reports for internal and external audiences, including contributions to donor reporting.
Innovation:
- Research and foster the development of new innovative tools and approaches to improve the effectiveness of capacity strengthening efforts.
- Identify innovative approaches to promote inclusion and participation, in consideration of context-specific sensitivities and humanitarian standards.
Other Duties: Perform any other tasks as required to enhance the project’s impact.
Requirements
Education
- A university degree in Information Management, Statistics, International Development, or a related Social Sciences field. Post-graduate level education (Master’s degree or higher) is a strong advantage.
Experience
- Experience in project and team management is required.
- Experience in the management of capacity strengthening activities in either the development or humanitarian sector is highly valued.
- Five or more years in a relevant role would be a significant asset.
- Experience in monitoring, evaluation and learning in the development or humanitarian sector is highly valued. Familiarity with humanitarian coordination is an advantage.
Soft skills
- Strong negotiation skills.
- Strong communication and interpersonal skills.
- Sound knowledge of humanitarian standards and commitment to humanitarian principles.
- Fluency in oral and written English.
Contract start date: 01 December 2024
Contract end date: 30 June 2025
Remuneration: 6000 USD. Additionally, an expatriate package is offered, which includes a perdiem, an hardship allowance and a frequent R&R cycle.
