JOB PURPOSE

The Project Officer for Camp Coordination and Camp Management (CCCM), Health, and Protection will ensure the effective implementation and coordination of humanitarian projects focusing on the management of arrivals of the newly internally displaced populations (IDPs), delivery of essential health services, and the protection of vulnerable populations. The Project Officer will facilitate the integration of CCCM, Health, and Protection activities, ensuring that services are provided in a coordinated, efficient, and respectful manner and that the needs of the displaced population are met, particularly those most at risk.

RESPONSIBILITIES

Camp Coordination and Camp Management (CCCM):

  • Oversee daily camp management operations, ensuring the effective delivery of services such as shelter, water, sanitation, and hygiene (WASH), health, and protection.
  • Coordinate with humanitarian actors, service providers, and local authorities to ensure the delivery of essential services and that gaps in service provision are addressed.
  • Establish and maintain camp governance structures, ensuring effective participation from the displaced population and representation in decision-making processes.
  • Conduct regular assessments of reception centres’ conditions and infrastructure, ensuring that standards for camp safety and functionality are met and that improvements are made where necessary.
  • Coordinate with the Reception Centres Supervisors to lead community engagement activities, ensuring that displaced populations are involved in camp management and their voices are heard.

Health Service Delivery:

  • Ensure the delivery of primary health consultations at the reception centres, working closely with health teams and service providers to meet the health needs of displaced populations.
  • Support the coordination of the health team and the distribution of essential medical supplies.
  • Collaborate with the Health team to ensure health services are provided according to international standards and that they address the needs of vulnerable populations, including women, children, and the elderly.
  • Monitor and report on health service delivery in the reception centres, identifying any gaps and facilitating solutions to improve healthcare access and quality.

Protection and Safeguarding:

  • Ensure that protection mechanisms are in place for the most vulnerable populations, including women, children, people with disabilities, and survivors of gender-based violence (GBV).
  • Collaborate with protection teams to identify and mitigate risks, ensure proper case management for GBV survivors, and advocate for their needs with relevant service providers.
  • Coordinate with the Protection Officers to support the conduction of protection assessments and ensure that the design of services adheres to “Do No Harm” principles, Core Humanitarian Standards, and international protection frameworks.
  • Work with the Protection Team to ensure the safe identification and referral of individuals with protection concerns, linking them to appropriate support services such as legal aid, medical care, and psychosocial support.

Coordination and Networking:

  • Act as a Project focal point for coordination between CCCM, health, and protection sectors, ensuring a holistic response to the needs of displaced populations.
  • Liaise with local authorities, community leaders, other implementing partners and stakeholders to ensure coordinated service delivery and support for camp residents.
  • Attend coordination meetings at the Maiduguri levels, representing the interests of the camp residents and advocating for their needs in terms of health, protection, and camp management.
  • Follow up with the Project team to strengthen the referral systems between health and protection services, ensuring that individual complaints are comprehensively received and acted upon.

Monitoring, Reporting, and Evaluation:

  • Monitor project activities to ensure they are on track and meet the expected outcomes and objectives.
  • Collect and analyze data related to CCCM, health, and protection services to inform program adjustments and improvements.
  • Prepare and submit regular reports on project progress, including challenges and successes, to the Program Manager and donors.
  • Support the development of monitoring and evaluation (M&E) tools to assess the impact and effectiveness of integrated CCCM, health, and protection interventions.

Capacity Building and Community Engagement:

  • Build the capacity of community staff, volunteers, and community leaders on CCCM, health, and protection issues, ensuring that they can support and sustain project activities.
  • Conduct training and awareness-raising sessions for reception centre’s residents on key health and protection topics, such as PSEA, GBV prevention, child safeguarding, and hygiene promotion.
  • Facilitate community dialogue sessions to encourage participation in decision-making processes related to camp management and service provision.

POSITION REQUIREMENTS

  • Education: Bachelor’s degree in social sciences, public health, international development, humanitarian studies, or a related field.
  • Experience: At least 3-5 years of experience in humanitarian response, with a focus on CCCM, health, and protection sectors. Experience working in displacement settings, such as camps or informal settlements, is highly desirable.
  • Skills: Excellent Computer Skills (Microsoft Packages), Strong understanding of CCCM principles, public health standards, and protection frameworks (e.g., SPHERE Standards, IASC Guidelines). Proven experience in managing multi-sectoral projects and coordinating between different service providers. Strong organizational, communication, and problem-solving skills. Ability to conduct assessments, analyze data, and produce comprehensive reports.
  • Languages: Proficiency in local languages, with strong written and spoken English skills.
