USAID’s Chief Human Capital Officer (CHCO) is an SES position in the Office of Human Capital and Talent Management (HCTM). HCTM is responsible for aspects of human resources management and development in the Agency. This position is primarily responsible for the effective internal operations of HCTM and administering the Agency’s human resources program.
The Chief Human Capital Officer (CHCO) of USAID serves as the Director of the Office of Human Capital and Talent Management (HCTM). The CHCO is responsible for executive level management and for designing, establishing, maintaining and administering an integrated human capital management across multiple human resources functions to affect tailored solutions to human resources challenges, which may require occasional travel overseas to missions, including hardship locations, to assess workplace conditions and workforce needs. As a member of the Office of Personnel Management’s (OPM) CHCO Council, the CHCO and HCTM staff participate proactively in interagency task forces to address key human capital challenges in the federal sector.
– Responsible for all aspects of human resources management and development in the Agency, including three distinct personnel systems: Foreign Service (FS), Civil Service (CS) and Foreign Service Limited (FSLs), in addition to support of a wide array of other workforce populations including but not limited to, Administratively Determined (AD), Personal Service Contractors (PSCs), Institutional Support Contractors, PASA/RSSAs, etc.
-Serves as the senior Agency advisor on all aspects of Human Resources providing overall direction and guidance and management advisory services on theories, philosophies, and principles of sound human capital management in consonance with controlling laws, directives regulations, and policies to all levels of the Agency including the Administrator, Deputy Administrator, Chief of Staff, Assistant Administrators, Mission Directors and their subordinates.
– Participates in operational and business planning with top level management and key officials for the purpose of determining strategic workforce planning and revitalization needs and the impact of proposed organization and personnel changes.
To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications (TQs), and other qualifications, if applicable, listed below.
EXECUTIVE CORE QUALIFICATIONS – MANDATORY

This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Core Competencies: Conflict Management, Leveraging Diversity, Developing Others, and Team Building.
ECQ 3 – RESULTS DRIVEN
This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Core Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, and Technical Credibility.
ECQ 4 – BUSINESS ACUMEN
This core qualification involves the ability to manage human, financial, and information resources strategically. Core Competencies: Financial Management, Human Capital Management, and Technology Management.
ECQ 5 – BUILDING COALITIONS
This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Core Competencies: Partnering, Political Savvy, and Influencing/Negotiating.
The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.
TECHNICAL QUALIFICATIONS – MANDATORY
You will be evaluated on the following Technical Qualifications:
TQ1 – Strategic Human Capital Management: Demonstrated executive Human Resources experience leading large scale human capital transformation and strategic operating plan consistent with organizational vision, objectives, and capabilities for Human Resources. Ability to lead the design, development, and implementation of all aspects of agile and resilient Human Resources programs, policies, and services at scale for multinational and diverse organizations. Ability to develop a workforce development strategy, including comprehensive diversity, equity, inclusion and accessibility objectives. Demonstrated ability to lead investment strategy and financial stewardship of a human resources program to successfully advance skills, productivity and development.
TQ2 – Human Capital Technological Acumen: Demonstrated expertise and extensive experience in leading and managing a complex Human Capital Office responsible for the full scope of strategic vision and operational programs such as recruitment, staffing, classification, employee and labor relations (including Union interactions), benefits and compensation, executive resources management, and career development for a complex organization with a technically diverse and multi-national workforce. The ability to use complex technology systems to implement innovative solutions and enhance the customer experience.
