Proposal Summary:
MSI is pursuing the anticipated follow-on to the USAID/Colombia Responsive Governance (RG) activity. Working in close coordination with USAID/Colombia, the activity aims to enhance good governance, public financial management, and effective public service delivery in conflicted-affected municipalities.
Position Summary:
MSI is seeking a Chief of Party (COP) to serve as the senior-most in-country project representative and lead the technical and operational aspects of the activity. The ideal candidate will provide expertise to ensure effective implementation of all project activities. This will be a full-time position based in Bogota, Colombia. This position is contingent upon award.

Responsibilities:
- Provides overall management of MSI’s in-country relationship with USAID/Colombia, including ensuring successful coordination with USAID/Colombia and other USAID partners, contractors, and their staff.
- Represent MSI and the program in meetings and maintaining relationships with senior U.S. and Colombian government officials and other key stakeholders.
- Responsible for making key decisions and solving problems in short time frames while ensuring operational and program integrity.
- Responsible for leading activity development and implementation, as well as management, oversight, progress reporting, and quality assurance for the project. Provides oversight for grants under contract and other program activities.
- Supervise and manage field technical and administrative staff as well as work with partner organizations.
- Lead coordination and communication with key stakeholders, partners, donors, and other government agencies, private sector as well as among various partners, sub-awardees, and grantees.
- Coordinate with MSI headquarters staff as required to ensure compliance with corporate policies, fiscal management practices and reporting requirements.
- Oversees financial and program management including field offices and staff safety and security.
Qualifications:
- A bachelor’s degree or higher is required, with studies in relevant subject area(s), such as international development, governance, public policy, and/or rule of law, or another relevant field is preferred.
- Ten (10) years, or eight (8) with a master’s degree, of relevant progressively responsible professional experience is required to include managing donor funded programs of similar size/scope.
- Minimum (5) five years of supervisory experience is required. Experience managing technical and operational staff and client relations.
- Knowledge of related technical areas such as governance, accountability, public policy, peacebuilding, municipal financial management, and/or service delivery with demonstrated understanding of the Colombian social, political and security context.
- Demonstrated capability to develop strong working relationships with a broad range of high-level host country government officials and senior international partner representatives.
- Demonstrated ability to engage effectively and inclusively with national, regional and local government counterparts and diverse civil society organizations.
- Financial management experience required, including budgeting; financial management (tracking, reporting, and accounting); and procurement.
- Strong experience with USAID rules and regulations.
- Prior experience in Colombia is highly preferred.
- Strong interpersonal, supervision, and written/oral communication skills.
- Fluency in written and spoken English and Spanish required.
