Chief of Party, Philippines Biodiversity and Resilience Activity
ACDI/VOCA is seeking a Chief of Party for the upcoming Biodiversity and Resilience Activity in the Philippines funded by USAID. The anticipated program will address biodiversity loss and climate change in the Philippines by improving the enabling environment, strengthening key institutions, and leveraging private sector investments for nature-based conservation, adaptation, and mitigation.
The Chief of Party will provide overall management oversight and technical direction and will guide the entire program with a clear, consistent, and committed vision. They will monitor progress to ensure program goals and reporting requirements are met on time and within budget, complying with USAID and ACDI/VOCA policies and procedures. The program is anticipated to start in early 2025 and this position will be based in the Philippines.
Responsibilities
- Provide overall strategic, technical, programmatic, and management guidance and support for project activities
- Foster strong relationships with USAID, the Government of Philippines Agencies, and all other stakeholders to ensure long term success of the project
- Build the capacity of Government authorities at all levels with local community-based organizations and with the private sector
- Ensure day-to-day technical and financial performance of the activity in accordance with the scope of work, budgets, annual work plans
- Deliver high-quality work plans, periodic reports, and other technical and financial documents in a timely manner, setting targets, keeping track of costs and expenditures per activity, and ensuring an efficient monitoring and evaluation throughout the progress of the Activity
- Coordinate the development of the project’s evolving theory of change and track progress towards core indicators and learning objectives
- Develop systems that support the collaborating, learning, and adapting (CLA) approach, including establishing a culture of adaptive management in different socio-economic contexts
- Actively propose and justify strategic adaptations in response to project learning and shifts in the marketplace to maximize the scale and sustainability of its impact and the value of USAID’s investment
- Directly liaise with USAID Missions to ensure strategic alignment and client satisfaction
Qualifications
- Bachelor’s degree in Environmental Science, Natural Resource Management, Environmental Policy, or relevant field is required; master’s degree is desired.
- Minimum 10 years of progressively responsible experience managing projects of a similar size complexity in biodiversity, climate change, ecosystem management, or other relevant fields.
- Demonstrated knowledge and experience with USAID rules and regulations.
- Previous experience as a Chief of Party, Project Director, Team Leader, or similar senior management role.
- Proven ability to collaborate successfully with host-country government officials, financial institutions, international donors, and private sector stakeholders.
- Demonstrated experience in program designs, planning and implementation of similar projects.
- Demonstrated experience with the CLA approach is desired.
- Experience working in Philippines preferred.
- Fluency in English is required.
