Chemonics International seeks a chief of party for the anticipated follow-on to USAID’s Justice Activity in Kosovo. The overall expected purpose of this activity is to strengthen Kosovo’s justice system by applying a people-centered justice approach to improve institutional capacity to provide people access to quality services and multiple means to solve their justice needs and everyday legal problems, and to generate greater public trust in the justice system and the rule of law. In doing so, it will re-orient the current delivery of justice services model toward one that is more people-centered, user friendly, solution-oriented, and data driven. It will also draw on principles of procedural justice, i.e. understanding, neutrality, voice, and respect, to ensure quality of justice outcomes and experiences. This potential position will be based in Pristina, Kosovo. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
  • Ensure coherent and effective implementation of all program activities as approved by USAID.
  • Manage productive working relations with local counterparts as applicable.
  • Ensure effective coordination with other donor and international organizations’ activities and programs.
  • Make any and all reasonable efforts to achieve program targets and deliverables as described in the program implementation plans and the contract.
  • Ensure that the program team has productive and professional relationships with their USAID counterparts, the agency overall, and the program’s stakeholders and beneficiaries.
  • Coordinate with USAID on matters of technical emphasis, allocation of resources, and any other contractual issues that may arise in the course of program implementation.
  • Ensure that successful models and best practices of the program are institutionalized through sound programming practices.
  • Coordinate closely with the Chemonics Home Office on all budget-related matters, being ultimately responsible for the financial performance of the program.
  • Oversee and approve all reports, publications, and surveys produced in the course of the program implementation, including consultant, contractor, and subcontractor deliverables, and ensure that highly professional documents are produced.
  • Motivate staff to a high level of performance toward achieving program objectives through effective communication, team-building, incentives and overall awareness and responsiveness to varying staff activities, roles, and responsibilities.
  • Communicate clear expectations to program staff and establish an operating environment that encourages integrity, honesty, open communications, non-discrimination, and commitment to compliance with the laws and regulations of the client, Kosovo laws, and Chemonics International.

Qualifications:

  • Advanced degree in Law, international development, or an equivalent combination of education and work experience in a related field.
  • Minimum 7-10 years of professional experience in decentralization, public procurement, e-governance, civil society engagement.
  • Minimum five years of experience as chief of party or donor-funded program leadership position preferred. Previous regional experience in the Balkans and demonstrated experience of working in the justice sector in similar development contexts required.
  • Demonstrated exceptional leadership in designing, managing, implementing, and monitoring and evaluating similar-sized justice sector reform donor-supported projects, with skills in strategic planning, management, supervision, and budgeting; preferable experience in managing complex activities involving coordination with multiple project partner institutions
  • Proven experience developing institutional capacity for justice sector service providers, facilitating justice sector reforms in developing countries, and promoting citizen engagement in collaboration with civil society and local media.
  • Experience working effectively with judicial stakeholders, government counterparts, and CSOs, including working on institutional capacity development, including courts
  • Experience integrating and scaling innovative and adaptive management approaches into program planning, implementation, and learning.
  • Proven ability to build, foster, and lead a productive and efficient local team
  • Strong interpersonal and oral/written communication skills to fulfill the project’s diverse technical and managerial requirements and effectively coordinate with a range of stakeholders
  • Proven ability to develop and communicate a common vision among diverse partners and lead multidisciplinary teams.
  • Strong experience engaging government accountability institutions with civil society organizations to effect change.
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in English required.
