Job Description

The Child Wellbeing Coordinator (Caregiver Group) is responsible to oversee the implementation of integrated activities for parents and caregivers within and outside the ‘LIFT’ centres in Gaziantep, Kilis & Sanliurfa. The post holder will be involved in providing day-to-day supervision to the Child Wellbeing Facilitators in delivering the activities for target parents and caregivers. These include organizing positive parenting sessions, promoting child-parent relationships, and supporting parents and caregivers through economic strengthening.

The Coordinator will lead the development of effective strategies to reach out & mobilize male and female caregivers in the project locations. S/he is responsible to ensure activities are implemented according to the design & work plan of the ‘LIFT’ (Life In Fullness Together) project, as well as in line with the relevant sector’s standards. S/he will also coordinate with the Protection Technical Unit, the Livelihood and Early Recovery Technical Unit & the Education Technical Adviser on related tasks.

Responsibilities

Project Planning and Implementation

  • Work with the Child Wellbeing Facilitators (Caregiver Group) to develop schedules for daily, weekly, and special event activities for parents and caregivers under the LIFT project in three provinces.
  • Consult with the Livelihood & Early Recovery Technical Unit to identify appropriate economic empowerment activities for parents/caregivers
  • Coordinate with other Child Wellbeing Coordinators (Early Age Group and Adolescent Group) to ensure linkage between activities
  • Ensure that activities/services are delivered on time, on budget and in compliance with donor regulations.
  • Support the LIFT Project Manager to develop work plans and follow up with field teams regularly to ensure that activities are on track.
  • Ensure that caregivers, children and target community members are engaged in the project implementation, through effective mobilization and outreach strategies.
  • Provide regular operations and implementation updates on project progress and challenges to allow for timely interventions and corrective actions by management.
  • Ensure that project interventions are effectively documented before, during and after the activities.
  • Ensure effective referral pathways are in place for appropriate responses and follow-up caregivers and children who require specialized and other services.
  • Ensure regular communication with the Protection Technical Unit, the Livelihood and Early Recovery Technical Unit & the Education Technical Adviser to integrate appropriate technical priorities in programme design/implementation.
  • The LIFT project is implemented timely and with high quality, in compliance with internal WV requirements and relevant sectors’ standards.
  • The target parents and caregivers together with their children are reached with the services and activities provided within and outside of the ‘LIFT’ centres.
  • Target parents and caregivers have reduced stress, improved child-parent relationships and increased well-being as a result of the activities
  • The LIFT interventions are well-coordinated with other departments and sectors that bring a positive impact to the overall child wellbeing outcomes.

Assessment, Monitoring and Reporting

  • When necessary, contribute to relevant assessments and data collection of WV or inter-agency in the project locations, guided by MEAL and/or the Technical team.
  • Support the LIFT Project Manager to prepare timely and high quality monthly and quarterly reports in accordance with reporting schedules and formats/guidelines.
  • Conduct periodic review meetings with the project team to identify bottlenecks and discuss the ways to address those bottlenecks.
  • Support the MEAL team to use the specific M&E tools to monitor project progress and results based on the indicators and means of verification defined in the LIFT project.
  • Work with the MEAL team to enhance accountability mechanisms which facilitate boys, girls and other marginalized groups to report their feedback and complaints.
  • Monitor and identify potential risks and threats to the ‘LIFT’ centre activities and alert management timely for appropriate action. Contribute to any related research, case studies, learning reviews and publications for WV as relevant.
  • Accurate project data is recorded and maintained systematically on a monthly basis for analysis and reporting.
  • Regular field visits conducted to project sites to ensure quality and compliance with project requirements and sectors’ minimum standards.
  • MEAL tools to monitor, assess and evaluate parents/caregivers activities are in place and used by relevant staff.
  • The LIFT centres’ activities are safe and inclusive for all groups in the project areas.
  • Timely communication, coordination and information sharing on project updates, achievements and challenges between the different members of the project team and other relevant departments in WV Syria Response.

Capacity Building

  • Identify and share the capacity building needs for field-based staff with the Protection Technical Unit & the Education Technical Adviser
  • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented performance reviews.
  • Attend internal and external training on related topics to enhance knowledge on child wellbeing, early childhood programming and other thematic areas.
  • Project staff have the required technical knowledge and capacity to implement quality interventions under LIFT project.
  • Project staff are aware of and can easily access to internal and external guidance and tools on related topics.
  • Children and families benefited from the improved capacity of service providers/actors in the areas.

Networking & External Engagement

  • When appropriate, represent WV in relevant interagency hub-level coordination forums (ECD, CP AoR, MHPSS WG) in the project locations.
  • Participate in internal meetings and coordinate with other programme/sector teams.
  • Establish strong relationships with local key stakeholders and community structures to facilitate the project acceptance and ownership.

Other

  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Adhere to WV accountability standards.
  • Established and maintained relationships with all key stakeholders at local levels.
  • WV is adequately represented in external coordination forums in the different hubs and coordinates effectively with other actors in the same locations.

Qualifications

Required Professional Experience

  • Minimum 3 years of experience working in child protection, gender, education, MHPSS, economic empowerment and other relevant programmes in development or humanitarian settings
  • Knowledge of principles and programming approaches for working effectively with parents and caregivers are essential
  • Proven experience in designing and/or implementing parenting programmes in Southeast region of Turkiye
  • Proven experience in designing and/or implementing women employment projects is desirable
  • Experience in implementing multi-sectoral or integrated programmes is an advantage
  • Knowledge of the humanitarian architectures and the cluster approach and the ability to actively contribute to work of the coordination forums
  • Ability and willingness to maintain a regular presence at project sites (remote / field sites) and to work during irregular working hours
  • Good knowledge working with and through local existing structures in the Southeast region of Turkiye
  • Strong interpersonal, communication, and negotiation skills – self-motivated individuals, able to take initiative and propose solutions, resilient, positive, and able to work independently
  • Ability to work as a team player and coach frontline staff in project implementation
  • Must have basic level computer skills- Word- Excel

Required Education, training, license, registration, and certification

  • Bachelor degree in community development, child development, gender, education, psychology, social work, and other relevant subjects.
  • Certification or other recognized courses on child development, Child Protection, Education in Emergencies, parenting skills, MHPSS, economic empowerment or other relevant subjects.
  • Excellent understanding of the government system, services and support for parents and caregivers in Turkiye, especially in a humanitarian/emergency context
  • Strong knowledge and awareness of inter-agency tools, guidelines and other resources

Preferred Knowledge and Qualifications

  • Experience in implementing and using of WHO Nurturing Care Framework
  • Knowledge and experience in Inter-Agency Cluster/Sector Working Groups and Task Forces

Domestic travel to project sites only

Language Requirements

Excellent communication skills (both oral and written) in Turkish. Knowledge of English is desirable. Arabic language is a plus
