Functional Responsibilities

Under the direct supervision of the Lead Construction Management Engineer, the Civil Engineer (Assessment & Feasibility) will provide technical expertise as required to fulfill, manage and coordinate any tasks assigned work related to technical assessments and feasibility studies of existing healthcare facilities,(buildings and structures). The Civil Engineer (Assessment & Feasibility) is based in the Tashkent office to provide day-to-day services ensuring smooth implementation of the assessment stage which will involve management of consultants performing the physical site assessments and then supporting the management of the concept design and cost estimating stage.
Following on from the assessment, concept design and cost estimating, the Civil Engineer (Assessment & Feasibility) will then support the drafting of the feasibility study associated with the assessment stages. The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

This role will focus on leading and coordinating UNOPS participation and inputs in Uzbekistan and is expected to contribute specifically to the following aspects:

1. Technical Analysis and Support

  • Coordinate engineering activities which include feasibility studies, composed of technical assessment of buildings, conceptual design preparation, and cost estimating;
  • Apply expertise in supporting feasibility studies and developing technical assessment reports;
  • In coordination with the Lead Construction Management Engineer, identify existing risks and technical problems and suggest appropriate solutions.
  • Provide oversight of the implementation of the assessment and feasibility stage for the specific project sites and monitoring of the progress of the stages according to consultants  schedules, specifications/requirements and project plans;
  • Perform technical review of concept design-related submissions produced by the consultants;
  • Support in writing preparation of conceptual designs, technical specifications, quality standards, bill of quantities, health and safety measures, preambles, timeframes and strategies for execution, inclusive of gender considerations, people with disabilities and sustainability criteria, draft tender documentations;
  • Contribute to analytical notes on project execution of infrastructure projects;
  • Assist the project team in maintaining technical standards and best practices;
  • Formulate and/or check and revise ToRs, scope of works and all technical documents/designs in line with national legal framework and UNOPS norms and policies and standards.
  • Ensure and supervise the implementation of HSSE at the project sites during the field missions.

2. Stakeholder Management

  • Coordinate with working groups from the beneficiary and the donor in achieving desired results for the technical assessments and in compiling the feasibility study.
  • Support in the preparation of tender documents and evaluation of tenders and the preparation and finalization of contract documents for construction.
  • Assist in the identification, evaluation, selection and supervision of construction contractors and design practitioners for specified project work.

3. Files and Reports

  • Monitor and record appropriate field data to validate consultants and contractors’ compliance with cross-cutting issues (gender, environment, sustainability, health and safety on-site, etc.) as stipulated in the contract and detailed in the construction work program.
  • Responsible for formal document issues and registers such as technical assessments, feasibility studies, concept drawings, cost estimates, specifications, contractor instructions, and engineering standards.
  • Ensure that issues, risks and lessons learned are identified, managed and documented throughout the project stages (using UNOPS tools) and shared with the supervisor;

4. Quality Control

  • Manage the consultants and contractors and contract execution to ensure delivery according to the scope, budget and time and in compliance with the technical documentation. 
  • Ensure all works, undertaken by the consultant/contractor and/or his agent, are of good quality, as per the contract requirements and with approved quality standards.
  • Supervise the quality of the consultant deliverables and collected attest documentation.
  • Ensure that documentation is kept in proper format and in accordance with the standards for planning and construction.

5. Personnel Management  

  • Coordination of the project technical personnel engaged in supervision of the assessment and feasibility study stage activities;
  • Participates in the development of less experienced staff by setting an example, providing guidance and work direction, and offering counsel.
  • Participates in determining goals and objectives for projects.

Education/Experience/Language requirements

Education

  • A Bachelor’s degree preferably in infrastructure-related fields such as civil or construction engineering, architecture, mechanical/electrical engineering and/or construction management or a similar field is required.
  • A Master’s Degree in an infrastructure-related field or a similar field will be an asset.
  • Projects IN Controlled Environments 2 (PRINCE2) Foundation and (PRINCE2) Practitioner Certification will be considered as an asset.

Experience

  • Minimum 4 years of working experience in preparing technical assessments and feasibility studies of buildings and structures  is required;
  • Relevant experience in technical assessment, and construction planning or construction management, in a public or private sector organisation is required;
  • Experience in implementing internationally funded projects is an advantage;
  • Past work experience with the UN/UNOPS and/or similar international/multicultural organizations will be considered a strong asset;
  • Expertise in projects involving renovation of hospital infrastructure / medical services is highly desired.
  • Experience working in Central Asia is an asset.

Language skills

  • Proficiency in English is required.
  • Working knowledge of Russian and/or Uzbek is an asset.

Other

  • Driving license and ability to travel independently is an advantage.
