Context & Mission

Médecins Sans Frontières is an independent, international medical and humanitarian organization that provides care to people in need, people affected by natural or man-made disasters, and victims of armed conflict, without discrimination and without regard to race, religion, creed or political affiliation (MSF Charter).

As an independent entity, MSF relies primarily on donations from private individuals and organisations. This private funding gives MSF the freedom to respond where needs are greatest and to speak out publicly, free from any political interference.

MSF is embarking on a transformative journey to align with its 2030 ambitions and enhance its environmental sustainability efforts. To achieve this, MSF anticipates the need of substantial investment. This funding will catalyse MSF’s transition towards greener operations, essential for both its social mission and environmental responsibility. However, the current fundraising landscape does not adequately address this need, necessitating a focused approach to assess and access global funding opportunities for climate initiatives.

The role of the Climate Finance Assessment Consultant is to conduct a comprehensive market assessment of funding potential for MSF’s environmental initiatives and decarbonisation efforts. The outcomes will inform MSF’s strategic decisions on funding models and roadmap implementation globally.

Description of Main Activities

The Climate Finance Assessment Consultant will be accountable for providing four key deliverables:

Market assessment:

Conduct a global market assessment on green funds within iNGOs, institutions, foundations, and international organisations. The market assessment will be done through extensive desk research and numerous interviews to relevant actors in the climate fuding market globally and MSF internal stakeholders. The assessment report will include:

  • Market Analysis: Identify potential donors, key market actors and most developed geographical markets, donors’ preferences, funding criteria, and factors influencing their contributions.
  • NGO/Competitive Analysis: Analyse global fundraising strategies and collaboration opportunities.
  • Regulatory and Policy Analysis: Assess impacts of regulations and policies on fundraising activities.
  • MSF Experience: Evaluate past funding for planetary health projects and associated challenges.
  • Risk Assessment: Identify geopolitical, economic, and social factors affecting green funding initiatives.

Financial Projections and funding models

Identify market potential amount that MSF could raise to fund its decarbonisation efforts and environmental initiatives. These Financial Projections and Funding Models will include:

  • Calculate estimates for a 5-year business case, avoiding cannibalisation with existing MSF income sources.
  • Explore funding models, fundraising setup and mechanisms that MSF could adopt to best tap into the identified fundraising potential.

Recommendations

  • Summarise alternative funding avenues for MSF, including the corresponding funding potential, implications and requirements, and make the relevant strategic recommendations.

Internal dissemination

  • Produce final report including executive summary.
  • Produce presentation documents and participate in meetings to submit conclusions to the relevant stakeholders.

Your Profile

Education

  • Tertiary degree in international development studies, climate change, climate finance, economics or a related appropriate field..

Experience

  • Proven experience in climate finance, or fundraising.
  • Proven experience conducting climate finance, or fundraising market assessments.
  • Knowledge or experience of humanitarian sector a plus.

Skills/ Technical competencies

  • Good understanding of international climate finance funding programs and sources.
  • Familiarity with the global fundraising landscape.
  • Have an existing network of development and climate finance practitioners to inform the analysis.

Languages

  • Strong written and verbal communication skills in English, including report writing and oral communication.

Personal Abilities

  • Strong analytical and research skills.
  • Excellent communication and stakeholder management abilities.
  • Strong time-management skills, and excellent project management skills.
  • Ability to work independently and remotely in a global, multicultural environment.

Terms of services

  • Deliverable by March 2025
