  1. Generic Responsibilities

The following is a brief description of the role:

  • Ensuring delivery of the INGO Forum’s strategic objectives, annual work plan, and accountability to members, partners and the donors.
  • Further develop and improve the forum to respond to needs of members, including through delivery of pragmatic products as per the INGO Forum strategy and work plan.
  • Leads the coordination between members on a day-to-day basis, related to specific thematic areas, as well as convene and provide reporting to steering committee meetings.
  • Represent Forum with in-country donors, Government Ministries, NGOs, build relationships and actively participate in the coordination of the response.
  • Develop a funding strategy, programme forecasts and identify funding opportunities, taking particular account of changing donor priorities.
  • Develop project proposals in collaboration with relevant forum member staff and coordinate input for reporting to donors.
  • Accountable for compliance in relation to grant management and project cycle management processes.
  1. Specific Responsibilities
  • Represent the Forum, as mandated by the Steering Committee, at key meetings with diplomatic entities, donors, UN agencies, government, NGOs, and INGO coordination platforms in Venezuela and internationally with stakeholders such as ICVA and InterAction. Ensure regular consultation and feedback mechanisms with Forum Members.
  • Ensure representation of INGOs in high-level multi-stakeholder bodies including HCT, donor meetings, government Sector Working Groups, and other leadership bodies. Ensure consultation with and feedback to members.
  • Ensure that all relevant parties are kept informed of INGO Forum activities as appropriate and, where appropriate, inform the Steering Committee and Members about strategic trends and developments that are of relevance to the Forum Members and their engagement with external stakeholders.
  • Act as an INGO adviser to various stakeholders, including diplomatic missions, UN agencies, and academic institutions, offering insight into the INGO.
  • Advise and provide recommendations on INGO Forum strategy, policy and advocacy.
  • Oversee implementation of the INGO Forum Strategy and lead on revision process. Engage on different key policy issues raised by the Government, donors, Civil Society and the UN.
  • Support joint advocacy initiatives and efforts. Oversee the revision and implementation of INGO Forum Advocacy Strategy 2019 -2021.
  1. Generic Professional Competencies
  • Minimum 4 years’ senior project/ management within the humanitarian or development contest.
  • Required experience working in coordination, within other forums or consortia, partnerships or equivalent structures.
  • Demonstrable specific expertise in monitoring and evaluation, ideally in third party monitoring.
  • Experience of working with institutional donors.
  • Experience in organizational representation at national or international levels.
  • Experience working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Excellent Spanish is required.
  • Fluency in English, both written and verbal is required.
  • Knowledge of the context in Venezuela.

NRC has been active in Venezuela since 2005. In 2019 we established an independent country office in light of the deteriorating humanitarian crisis.

NRC is one of the largest NGOs in Venezuela, with an annual budget of USD 10 million. Our work includes water, sanitation and hygiene (WASH), education, livelihoods and food security, information, counselling and legal assistance (ICLA) and protection from violence. In addition to direct implementation and capacity building of local communities, NRC also plays a critical role in coordination at multiple levels.

Venezuela’s protracted economic, social and political crisis has led to a severe humanitarian and protection crisis. Millions of people have fled the country, many others have been internally displaced, and at least 7.7 million people are in need of humanitarian assistance or protection.

Consecutive years of economic contraction, sociopolitical tensions, informal dollarisation and hyperinflation mean most families are unable to afford food. Long-term state underfunding of facilities and neglect of public infrastructures affect electricity and water distribution. At least 1.5 million children are out of school. Lack of documentation – birth certificates and identity cards – concerns 50 per cent of Venezuelans, hindering people’s ability to access basic rights and services. Venezuela has also seen an increase of violence due to the extended presence of irregular groups. Venezuelans on the move are furthermore at higher risk of exploitation and abuse.
