Project Background

Integrity leads the Peacebuilding, Evaluation, Analysis, Research, and Learning (PEARL) Activity for the USAID Bureau for Conflict Prevention and Stabilization’s Canter for Conflict and Violence Prevention (CPS/CVP). PEARL is a global buy-in mechanism that offers violence and conflict analysis, peacebuilding evaluation, and knowledge management services to USAID Missions and Operating Units.

Through PEARL, Integrity is conducting a Violence and Conflict Assessment (VCA) for USAID/Ghana through a desk review and VCA Tabletop Exercise. USAID/Ghana is developing a new Country Development Cooperation Strategy (CDCS) in August 2024 due to significant contextual changes in recent years, including increased conflict and a growing threat of violent extremism in northern Ghana, an economic crisis, and exacerbated climate shocks. The Mission requires an updated understanding of key conflict and violence dynamics to ensure conflict considerations are integrated as a strategic priority in the new CDCS.

  1. Integrity is recruiting an experienced Co-Facilitator who is available beginning in June 2024. This position is anticipated to require 50% LOE in July 2024. Candidates must be available to prepare and deliver a series of workshops in Ghana in mid-late July (dates TBD) and be willing to travel to both Accra and Tamale, requiring 90%-100% LOE during a two-week period between mid-July-early August (exact dates TBC). This position is open to candidates based remotely and will require travel to Ghana to facilitate workshops.

Scope of Work

The Co-Facilitator will provide high-quality facilitation and pre- and post-workshop support for USAID/Ghana Violence and Conflict Assessment (VCA) Tabletop Exercises and Findings and Recommendations Workshops in Ghana in late July 2024.

The co-facilitator will co-lead VCA workshops in Ghana exploring the dynamics of conflict, extremism, and related economic, social, and environmental factors with USAID staff and local subject matter expert participants. S/he will work closely with the PEARL Team Leader, Researcher, Activity Management Unit, and Task Order Manager to ensure effective facilitation according to PEARL standard operating procedures and the Task Order’s analytical and communication standards.

The Co-Facilitator will help prepare and participate fully in up to four days of analytical workshops anticipated for mid-to-late July and support the synthesis and dissemination of key takeaways. The main workshops will be held in Accra and may also include sessions in Tamale. The position reports directly to the Ghana VCA Team Leader.

Terms of Reference

The Co-Facilitator will:

  • Help the Team Leader prepare and deliver the in-person VCA Table-top Exercise and Findings and Recommendations Workshop, including by supporting the design of the workshops’ agendas, sessions, and facilitation plan and co-leading the facilitation of both events.
  • Develop slide presentations, handouts, and other materials as needed for the VCA Tabletop Exercise and Findings and Recommendations Workshop.
  • Provide expert facilitation to ensure active participation and generate findings against the Assessment’s lines of inquiry.
  • Support the VCA team to incorporate any comments, questions, and key takeaways raised by participants and USAID during the VCA Tabletop Exercise and Findings and Recommendations Workshop through the timely capture of findings, conclusions, and recommendations in a format that is user-friendly and suitable for collaboration, learning, and adaptation.
  • Other tasks as requested/required by the Ghana VCA Activity Director and/or Team Leader. In particular, this may include attending orientation sessions and meetings with USAID staff, including consultations with the Mission and subject matter experts as needed.

Your Experience and Expertise

You will have:

  • Bachelor’s degree required (advanced degree preferred) in a field relevant to conflict studies, political science, international development, communications, journalism or related studies.
  • At least 8 years of progressively responsible experience in the humanitarian or international development field.
  • Strong experience leading or facilitating workshops, with excellent organizational skills and ability to manage parallel discussion topics, drawing on context, relevant data and participant expertise during workshops and ensuring workshop discussions remain focused on the topic area
  • Strong written and oral communication skills.
  • Demonstrated experience in supporting and leading MEL/CLA efforts in conflict-affected countries and familiarity with development approaches to stabilization, conflict and violence prevention, and/or relevant governance and fragility programming.
  • Demonstrated ability to synthesize, organize and extract key themes and conclusions from workshop discussions.
  • Exceptional interpersonal skills, including the ability to work well with a diverse team in different geographic locations.
  • Ability to work for extended hours when required.

It is desirable that you will also have:

  • Ghana and/or regional experience examining issues of conflict, violence, and political economy analysis and knowledge of the social, political, and economic factors affecting populations in Ghana
  • Experience designing and facilitating USAID Events.
