Proposal Summary:

MSI is pursuing the anticipated USAID/Sri Lanka Transparent and Accountable Governance (TAG) activity. Working in close coordination with USAID/Sri Lanka, the activity is designed to strengthen Sri Lanka’s democratic and economic governance reform efforts by bolstering good governance, transparency, accountability, and anti-corruption.

Position Summary:

The CLA Director plays a pivotal role in advancing the objectives of USAID/TAG. This position is responsible for spearheading collaborative efforts, learning initiatives, and adapting strategies based on monitoring, evaluation, and learning (MEL)). The CLA Director will harness primary and secondary data and share it with USAID and stakeholders. The CLA Director will contribute to adaptative and data-driven decision-making through timely sharing of MEL output with the COP. The CLA Director will design and facilitate learning events and support other avenues for disseminating MEL output. The CLA Director will report directly to COP. This will be a full-time position based in Colombo, Sri Lanka. This position is contingent upon award.

Responsibilities:

  • Facilitate planning sessions and lead the development of assessments to inform potential programming streams.
  • Assist Mission’s portfolio review process by facilitating evidence review meetings and coordinating associated logistics; oversee the compliance of data visualizations and summaries of Mission performance data.
  • Compile MEL output produced by the project, incorporating effective data visualizations.
  • Coordinate efforts to involve local organizations more fully in the project’s MEL work.
  • Facilitate and manage logistics for learning events such as pause and reflect sessions, implementing partner meetings and learning workshops.
  • Develop and/or maintain strategic relationships with relevant stakeholders to promote effective coordination, collaboration, and dissemination of program learning.
  • Support communities of practice by managing logistics, developing agendas, and identifying speakers.
  • Deliver training MEL topics to USAID’s Implementing Partners.

Qualifications:

  • Advanced degree in a field relevant to organizational development, learning, development assistance, political science, sociology, communications, or a closely related field.
  • At least five (5) years demonstrated experience in learning and adaptive management, strategic planning, monitoring and evaluation, facilitation, business process improvement and/or knowledge management.
  • Experience in applying learning to improve development programming preferred. Professional work experience related to USAID’s CLA initiative a plus.
  • Outstanding facilitation skills demonstrated by successful past facilitation of learning and other events.
  • Demonstrated ability to work collaboratively and effectively with Sri Lankan counterparts and government officials.
  • Demonstrated leadership and mentoring abilities.
  • Strong experience with USAID rules and regulations.
  • Prior experience in the region is preferred, with experience in Sri Lanka strongly preferred.
  • Strong interpersonal, supervision, and written/oral communication skills.
  • Fluency in written and spoken English, Tamil and/or Sinhala.
