Department Purpose

Transboundary Rivers of South Asia Phase 2: Rivers Rights Resilience (T2:3R) is a regional program implemented by Oxfam that aims to improve cooperation in governing shared water resources and strengthening resilience to climate change of riparian communities in the transboundary Ganges-Brahmaputra-Meghna river basins. The progarm supported by the Swedish Government builds on the work of Phase 1 of the program implemented from 2017-2021. The T2:3R program launched in 2022 works directly with communities in selected locations within the transboundary Ganges-Brahmaputra-Meghna River basins across countries.

The overall goal of T2:3R will be reached through the achievement of four key outcomes given below:

  • Outcome-1: Strengthened climate-resilient livelihoods of communities living in the transboundary GBM river basins
  • Outcome-2: Improved and inclusive management of transboundary river ecosystems and protection of biodiversity across the GBM river basins:
  • Outcome-3: Strengthened leadership of civil society, especially women, Indigenous People, and youth to influence government and private sector on water governance across and between the transboundary GBM basins:
  • Outcome-4: Strengthened cooperation, collaboration, and accountability across and between the transboundary GBM river basins

Under each outcome, Oxfam and its partners will follow a series of three interlinked strategies namely, Learning, Demonstrating, and Advocating. The work seeks to influence change at the community and civil society level, as well as changes in policies and practices at the national and transboundary levels.

Team Purpose

The programme is managed by a Program Management Unit (PMU) is based in Cambodia (with some team members working remotely from other countries in South Asia). The program has an extended team with colleagues based in the six regional partners and nine national level partners and two Oxfam country offices (Bangladesh and Nepal). The team is part of the Oxfam Asia Regional Programme and focuses on fighting the injustice of inequalities (taking water governance as an entry point). The consultant will be considered part of this team.

Job Purpose

TROSA is looking for a communication consultant to work with the PMU to improve the strategic communications and visibility of the program, targeting partners (existing and potential), supporters, media as well as relevant stakeholders in the government, private sector stakeholders, civil society, and donors.

Scope of Work

  • Develop an action plan to support the visibility of T2:3R including developing a webpage and visibility in social media
  • Develop protocols (ways of work) and strategies for external communications
  • Revive social media handles of the programme including facebook and twitter and use them for outreach and branding
  • Developing Creatives for regional events of the programme during the period of the consultancy
  • Capturing and promoting programme impact stories through strategic communications
  • Capacity building of the larger team (including partner focal points) on strategic communications

Timeline: 1st December 2024 to 31st March 2025

Job Requirements

We are looking for a consultant who can bring an appropriate mix of experience and skills related to synthesizing and designing learning and knowledge in complex program settings. The consultant should be able to work and engage remotely with diverse stakeholders across a time zone range of GMT+0 to GMT+11 (with most communications between GMT+5:00 to GMT+7:00). We expect timely deliverables once mutually agreed to ensure quality and accountability across the program.

The consultant should be able to demonstrate skills and experience in the following areas:

Essential

  • Strategic communications in complex political, environmental and cultural contexts
  • Experience of working with complex and multi-cultural teams
  • Understanding of partnership-based advocacy and influencing programming and approaches
  • Experience in developing attractive and engaging knowledge and communication products
  • Ability to co-create and capture knowledge and key insights from written and verbal communications and turn them into clear and attractive knowledge and communication messages
  • Excellent written and verbal communication capacity in English and at least one of the following languages (Bangla, Hindi, Nepali, Assamese, Dzonkha).

Desirable

  • Understanding of Transboundary Water Governance and knowledge of intended external audience and networks.
  • Experience of working in South Asia and knowledge of innovative actors in the region.
  • Based in Asia.
  • Experience in working with and/or knowledge of Oxfam or similar organizations
  • Relevant qualifications in Communications or a related field with substantial work experience;
  • Excellent communication and interpersonal skills;
  • Ability to multi-task, prioritize and meet deadlines;
  • Self-motivated and able to work with minimal supervision;
  • Familiarity with various communication platforms and tools and an excellent grasp of digital

media and emerging communications trends;

  • Results-oriented and a good team player, sensitive to working in multi-cultural

environments;

  • Commitment to Oxfam’s values and feminist principles and Oxfam’s equal

opportunity and gender policies;

  • Excellent skills in using relevant information technology and digital tools; adept at developing creative communications materials.
  • Availability and willingness to travel to the project countries

Oxfam invites the submission of an EoI from the candidate with the experience and skills described above. The EOI must include:

  1. A cover letter of no more than 1 page introducing the consultant/organization and how the skills and competencies described above are met, with concrete examples (Organization profile outlining similar experience including type of task, employer, project title, location, achieved outputs).
  2. An outline of no more than 5 pages of the proposed process and key considerations including:
  • Key considerations for the assignment
  • Proposed outline methodology and approach and timeframe
  • Detailed financial offer/costs with requested terms of payment. It is expected that the financial offer includes a primary budget breakdown of costs (for example fees, taxes, etc) – not exceeding 20,000 USD for the entire period of the consultancy (inclusive of any taxes and statutory deductions).
