Concern Worldwide is leading the Consortium, implementing the Climate Resilience Component of the FCDO funded “Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) Programme” in Pakistan. The expected impact of this programme is “increased capacity of at risk and climate vulnerable households and communities to anticipate, adapt to, and absorb the impact of shocks and stresses induced by climate change and natural disasters, including measureable changes in gender roles and social inclusion”. The programme is managed through a dedicated Programme Management Unit (PMU) comprising key technical and administrative staff.

The Team Leader (TL) will head the PMU and will be responsible and accountable for the overall management and oversight of the programme including: Overseeing the contracts management and implementation, risk management and financial accountability, donor reporting and liaison, external representation, relationship management with consortium members and government counterparts and ensuring compliance with Concern’s and donor’s policies and procedures. S/he will be responsible to provide direction and support to the team, and technical leadership to ensure high quality programming to achieve programme results.

This position is based in Islamabad, with frequent travel to programme areas. Salary/benefits are set according to Concern-Global Banding Farmework. The TL will report to the Country Director (CD) and line manage the PMU team. The TL will liaise with the Desk Officer, Key technical advisors and other relevant staff in Ireland/UK offices along with the Operations Director, Country Financial Controller, Programme Director, and other key staff in Pakistan.

We would like this position to start by end September 2024.

TL will be responsible to:

  • Provide overall leadership on planning, design and implementation of the programme in the light of donor contract and organisational quality standards. Ensure compliance with organizational and donor regulations, particularly with respect to financial and contract management, budget and expenditure monitoring.
  • Provide leadership to the consortium/programme, ensuring managerial and technical support on sub-contract management, work planning, implementation, M&E and donor reporting.
  • Ensure timely achievement of the payment-by-results (PbR) commitments as agreed with the donor.
  • Provide line management to staff in accordance with the organizational policies and procedures.
  • Maintain strong working relationships and communication with the consortium members, negotiating scopes of work, addressing requisite revisions in programme work, and addressing issues that may arise.
  • Ensure strong involvement and leadership of government authorities i.e. NDMA, PDMAs, DDMAs, Ministry of Climate Change, P&D Departments, other relevant ministries/departments at national / provincial levels in the programme implementation.
  • Maintain strong coordination with relevant I/NGOs, UN agencies, multilateral/bilateral agencies and private contractors implementing similar programmes, ensure complementarities and to avoid duplications of efforts.
  • Ensure adherence to agreed programme quality standards including M&E guidelines, value for money (VFM), gender/inclusion frameworks and provide technical support to embed M&E and accountability in consortium implementation, in compliance with organizational procedures.
  • Ensure regular coordination meetings (Programme Steering/Management Committees) with the consortium members as well as meetings of technical working groups (TWGs) led by PMU technical leads.
  • Work closely with the Pakistan and Dublin/UK Offices, maintaining regular and transparent communication and high quality reporting on the programme.
  • Provide leadership with the donor and serve as the key liaison with the donor representatives.
  • Ensure timely operationalization of communication and visibility strategy of the programme.
  • Coordinate and document accountability activities agreed by Consortium members and track/report progress against the accountability framework.
  • Ensure leadership in safeguarding and the implementation of safeguarding policies in BRAVE.
  • Analyse the potential risks related to the program implementation and devise/implement mitigation measures.
  • Actively participate and contribute in Country Management Team (CMT) meetings.

Qualification, experience and Skills will include:

Essential:

  • Master’s degree level, such as Development Management, Climate Change, DRR or a relevant social science discipline.
  • At least 10 years’ experience at senior level as “Chief of Party / Team Leader” with reputable international NGOs, preferably on FCDO funded large consortia programmes.
  • Proven experience of working on Payment by Results
  • Demonstrated experience in Community Resilience Building, Climate Change Adaptation, DRR/CBDRM and Anticipatory Action programming and approaches with INGOs
  • Experience of working with major international donors, particularly FCDO.
  • Excellent written and spoken English languages skills along with strong analytical, interpersonal, communication and organisation skills.
  • Strong coordination skills specifically with the ability to effectively coordinate, influence and negotiate with government, donors and consortium members.
  • Ability to represent at national or international level fora
  • Thorough understanding of gender/equality, protection and conflict mitigation issues.
  • Strong financial management and donor compliance skills.
  • Experience in the design and use of monitoring and evaluation systems.
  • Experience in tools/approaches used by donors particularly FCDO, such as logical frame works, theory of change and value for money (VFM).
  • Strong understanding of Climate Change and DRR/DRM governance structures in Pakistan
