Our organization is hiring an individual service provider to develop (1) a legal needs assessment (via desk review and KIIs), (2) tailored household level legal needs assessment tool, (3) remotely train HLP coordination mechanism legal partners on collecting data through the assessment tool and (4) remotely conduct 10 field level community leader KIIs (5) produce a legal needs in report for the two selected governorates based on the desk review, data collected by HLP coordination partners, and KIIs.
The service provider will be responsible for the creation of a tailored legal needs assessment (in English and Arabic), leading desk review including 6 KIIs and 10 field level KIIs, training of HLP partners on data collection using the created assessment tool, data cleaning and analysis, as well as production of a legal needs report for the two selected governorates based on the desk review, KIIs and data collected. The report will be published by the HLP Coordination mechanism. The consultant will not be expected to travel to the field, as primary data collection will be done in person through HLP partners and remotely by the service provider.
Major Tasks and Responsibilities:
- Conduct desk review and 6 KIIs with the ICLA Research Advisor, ICLA Specialist, HLP coordination mechanism’s UNHCR co-chair, and 3 lawyers working for HLP partners.
- Creation of HH Legal needs assessment.
- Training of HLP Partners on HH Legal needs assessment data collection.
- Creation of field level community leader/focal point KII questionnaire.
- Remotely conducting 10 field level KIIs with community leader/focal points. Compilation, cleaning, translating, and analysis of data collected through desk review, KIIs, and the HH legal needs assessment tool.
- Production of one Legal Needs Report for the two selected governorates.
Institutional and organizational arrangements:
- The service provider will be responsible for the implementation of the implementation of the major tasks outlined above and the timely submission of deliverables, according to the agreed period by the consultant and NRC.
The ICLA specialist and Research Advisor will be the focal points for the service contractor for all aspects of the consultancy. The ICLA Specialist and Research Advisor will facilitate the availability and communication with external focal points and field teams
Location of the service:
All activities may be conducted remotely as all field level data collection will be conducted through HLP partners and all trainings and KIIs will be conducted online.
Travel:
No travel is required under this consultancy.
Qualifications of the service provider:
- Master’s degree in the relevant area of study.
- 5 years experience with humanitarian legal assistance programming. e.
- Minimum of 3 years experience in conducting assessments, feasibility studies and/or research in humanitarian/development/legal setting.
- Good data analysis skills.
- Ability to communicate clearly and concisely both verbally and in written form.
- Good coordination skills.
- Good people skills / inter-personal skills / ability to engage with a wide variety of actors.
- Understand and is committed to operate to the highest ethical standards.
- Fluency in English and Arabic both oral and written is required.

- Relevant previous experience with assessment creation, data analysis, report writing, and legal programming in a humanitarian context.
- Sample of previous work
- Detailed work plan including daily fee (excel format is preferable for the workplan)
- Total Cost per deliverable.
