Consultancy Opportunity – Gender Framework

About MAG
MAG (Mines Advisory Group) is an international humanitarian organisation based in Manchester, UK, and working in 32 countries. We remove landmines and unexploded ordnance to release safe and productive land for communities, and work to reduce the threat of armed violence by supporting governments to safely manage weapons and ammunition. In 1997, MAG was a co-recipient of the Nobel Peace Prize for our work campaigning for the Anti-Personnel Mine Ban Convention.
About the Ukraine programme
Since the Russian invasion of 24th February 2022, Ukraine has been subjected to heavy artillery bombardment, missile, and air strikes, as well as the use of landmines and cluster munitions. The scale of the conflict and the use of high impact and indiscriminate weapons requires an urgent and extensive response. MAG responded to the crisis in 2022 and now employs nearly 200 staff in our Ukraine programme, in a range of operational and support/administrative activities with further scale-up planned during 2024. The programme has a representation office in Kyiv, and operational offices in Mykolaiv (also covering accessible areas of Kherson) and now in Kharkiv.
Purpose/objective of the assignment
In line with MAG’s 2024-28 Strategic Plan, in addition to MAG Ukraine’s 2024-28 Country Strategy, the programme is committed to incorporating gender and inclusivity considerations into all aspects of program design and implementation.
With support from our Global Gender and Inclusion Advisor, and funding from various donors, the programme has built a range of gender-related activities into several of its ongoing projects which is a great start. However, to further continue and accelerate these activities in Ukraine, MAG is seeking the support of a consultant.
Over the course of five months, MAG will benefit from the support of a dedicated Gender Consultant who will provide expert advice and guidance to both MAG’s programme in Ukraine as well as MAG’s national partner, UDA to achieve the following over-arching objectives:
- Conducting a consultation with women-led Civil Society Organisations (CSOs) in Ukraine
- Conducting Gender Baseline Assessments (GBA) for MAG and The Ukrainian Deminers Association (UDA)
- Develop Gender Action Plans (GAP) for UDA and MAG with particular emphasis on female staff retention
Implementation arrangements
The estimated time for completing the consultancy is 107 working days, with 56 days allocated to in-country visits. Desktop analysis and report writing can be carried out on a remote basis, but the remote work will be complemented by working with national counterparts in person during visits to ensure thorough understanding of the context for effective delivery of the required outputs.
The consultancy is intended to begin as early as possible in September 2024.
Person Specification
The Consultant must present with the following requisite qualifications and competencies:
- Proven experience in gender analysis and gender-responsive programming, ideally within humanitarian or development contexts.
- Demonstrated experience in designing and implementing gender action plans, gender assessments, and capacity-building initiatives.
- Advanced degree in Social Sciences, International Development, or a related field is advantageous
- Experience working within Ukraine region is highly desirable.
- Fluency in English, knowledge of Ukrainian or Russian is highly desirable.
