Context and Core Functions / Responsibilities

IOM Iraq Protection Division (PxD) serves the protection needs of migrants, crisis-affected population and community members in vulnerable situation and supports national actors to reinforce the capacity to protect individuals from violation of human rights, especially in light of the transition from humanitarian to development, with increased focus on empowering local actors and civil societies to implement protection. As part of IOM Iraq’s Protection interventions, IOM strives to ensure better employment opportunities, the improvement of returnees’ skillset and capacity, and increased entrepreneurship and small business development opportunities for Iraqi returned migrants to ensure their sustainable reintegration. Under the overall coordination of the Head of Protection Division, and the direct supervision of the Protection Coordinator, the consultant will develop and produce training material on socioeconomic and digital marketing skills to be provided to Iraqi returnees to increase their skillset and livelihood opportunities.

Core Functions / Responsibilities

The consultant will develop training material focused on increasing the socioeconomic and digital marketing skills of returned migrants in Iraq. The training material should aim to provide beneficiaries with the needed tools to address their economic needs; more specifically, the training modules should focus on teaching returnees on the basics of implementing a successful entrepreneurial project, how to conduct a market study, and basic accounting. Additionally, the training curricula should teach returnees on how to manage and grow their microbusiness projects by using digital marketing skills, such as establishing digital presence and learning the fundamentals of social media platforms to promote their business online. Lastly, once the training materials are developed, the consultant will be responsible for conducting the training for selected Iraqi returned migrants.

Tangible and measurable outputs of the work assignment:

  • To develop training material on increasing socioeconomic and digital marketing skills of Iraqi returned migrants.
  • To conduct three-day (3-day) trainings for selected Iraqi beneficiaries in select locations.

Major Deliverables – (the periods are estimated and may be changed depending on the content)

  • Deliverable 1 – Draft training material on socioeconomic and digital marketing skills tailored to Iraqi returnees (1 month after signature)
  • Deliverable 2 – Revision and finalization of the training material (2 weeks after Deliverable 1)
  • Deliverable 3 – Conduct multiple 3-day trainings for a total of 50 Iraqi returnees across various locations (1 month after Deliverable 2)
  • Deliverable 4 – Finalization of training report including pre- and post-tests questionnaires and results (3 weeks after Deliverable 3)

Performance indicators for the evaluation of results:

Performance indicator: Quality and timeliness of the produced documents and level of satisfaction with the delivered output.

Target: Deliverables will be agreed on with the Protection Coordinator and evaluated on a monthly basis.

Education, Experience and/or skills required

  • Master’s degree in economics, social sciences, development or equivalent professional experience.
  • Must have at least five (5) years’ experience with proven skills in developing and implementing capacity-building programs or training plans.
  • Experience in labour market studies and assessments is required.
  • Strong knowledge of entrepreneurial development issues and the migration context in Iraq.
  • High proficiency in computer software (Word, Excel, Outlook, Powerpoint and Internet) and social media platforms (Twitter, Instagram, Facebook, Snapchat).
  • Ability to work under minimum supervision.
  • Strong analytical and report writing skills.
  • Familiarity with the Iraq country context is an advantage.
  • Arabic and Kurdish are mandatory.
  • Excellent communication skills.
  • Ability to work methodically and meet deadlines.
  • Attention to detail and organization skills.

Travel required (Yes/No)

  • Must be able to travel between Federal Iraq and KRI.

Languages:

  • Fluency in English language is required.
  • Fluency in Arabic language is an advantage.

Writing Sample (Required)

  • Please provide a detailed financial and technical proposal for this vacancy and previous writing samples demonstrating experience in conducting this type of work.
  • Training material on entrepreneurial or digital skills programming is an advantage.
