OBJECTIVES OF THE PROGRAMME
L’un des principaux objectifs du Cadre d’action de l’OMS pour le renforcement des systemes de sante est de promouvoir une comprehension commune de ce qu’est un systeme de sante et de ce que constitue le renforcement des systemes de sante. Il represente egalement une base pour venir en aide aux pays dans la mise en place de leurs systemes et services de sante, notamment en s’attaquant aux goulots d’etranglement d’une maniere concertee et coordonnee, motives par le desir de resultats sanitaires, afin de produire un impact durable dans l’ensemble du systeme. Pour que ce processus soit le plus efficace possible, il doit etre mene par les pays eux-memes, en fonction des priorites definies dans les plans nationaux de sante generaux
DESCRIPTION OF DUTIES
Fournir des conseils et un appui techniques pour l’elaboration et la mise en Åuvre de politiques, programmes et plans nationaux de sante solides.Conseiller et collaborer a l’elaboration, a la mise en Åuvre et a l’evaluation de programmes de cooperation technique en matiere de gouvernance, de politiques et de systemes de sante, d’organisation et de gestion des services de sante en appui a la couverture sanitaire universelle.Soutenir la sensibilisation de haut niveau pour une augmentation des investissements et pour une action multisectorielle en faveur de la sante. Soutenir l’etablissement de normes de conception, d’organisation, de programmation et de fonctionnement des systemes de sante sur la base des soins de sante primaires, de la couverture sanitaire universelle, des reseaux integres de sante et de services pharmaceutiques, notamment les hopitaux, la prise en charge integree de la sante genesique, de la mere, du nouveau-ne et de l’enfant, les infrastructures et services de sante publique.Fournir une assistance technique aux Etats Membres dans la conception d’un ensemble de services de sante essentiels, en tenant compte des facteurs sociaux et culturels pour une utilisation rationnelle des services et un acces aise a ces derniers.Assurer la continuite des soins dans les situations d’urgence, en particulier pour les personnes souffrant d’affections chroniques, les femmes enceintes, les enfants de moins de cinq ans, les personnes handicapees, entre autres, et prendre des mesures pour renforcer les canaux d’orientation-recours.Contribuer a l’identification et a la lutte contre les inegalites en matiere de sante et a l’inclusion des groupes vulnerables, afin de garantir un acces equitable a des services de sante de qualite.Contribuer au developpement, a la planification et a la formation des ressources humaines dans le domaine de la sante en vue d’accroitre l’efficience, l’efficacite et la qualite de la main-d’Åuvre, d’organiser, de mener ou de faciliter des activites de renforcement des capacites.Coordonner la planification et la mise en Åuvre des activites techniques relatives a la qualite des soins et aux infrastructures des services de sante (soins infirmiers, pharmacie, laboratoires, medicaments, vaccins, diagnostics medicaux et appareils therapeutiques, systemes d’information sanitaire comprenant des statistiques et des archives medicales vitales) et des programmes prioritaires selon les besoins des populations affectees.Diffuser des connaissances et des resultats actualises dans les differents domaines de specialisationã; prodiguer des conseils sur l’introduction et le transfert d’experiences et de technologies au moyen de processus de renforcement des capacites.Contribuer a la mise en place et a la consolidation du systeme d’information sanitaire pour faciliter la prise de decisionsã; fournir des informations sur la situation sanitaire et la gestion effective et efficace des services de santeCollaborer avec les membres de l’equipe interne, les autorites nationales, les organismes de cooperation internationale, les organisations intergouvernementales et non gouvernementales et les autres parties prenantes concernees, afin de nouer des partenariats et des reseaux qui favorisent l’acces des populations touchees a des services de soins primaires de qualite.Diriger et encadrer l’equipe chargee des systemes de sante, en veillant a ce que les activites soient executees de maniere tres professionnelle et en temps voulu, au besoin.S’acquitter de toute autre tache relevant de sa competence que pourrait lui confier son superieur hierarchique.
REQUIRED QUALIFICATIONS
Education
Essential: Diplome d’etudes superieures (de niveau Master ou plus) en sante publique, en administration des systemes ou des services de sante, en administration de la sante ou dans un domaine connexe, delivre par une institution credible et reconnue.
Desirable: Formation postuniversitaire en analyse des politiques
Experience
Essential: Avoir une experience pertinente d’au moins dix (10) ans, acquise de maniere progressive dans une organisation nationale ou internationale, dans des domaines lies a l’elaboration, la planification et la gestion de politiques de sante, au redressement et au developpement des systemes de sante, a la prestation des services de sante en situations d’urgence, a la vulgarisation des services de sante aupres des populations et dans des zones mal desservies, ainsi qu’a l’elaboration de strategies visant a surmonter les barrieres qui entravent l’acces a ces services, notamment les medicaments essentiels.
Desirable: Avoir une experience prealable de terrain dans le domaine humanitaire, acquise en travaillant avec l’OMS, d’autres organismes des Nations Unies, des partenaires du secteur de la sante, des organisations humanitaires reconnues ou une organisation non gouvernementale internationale specialisee dans les interventions en situation de catastrophe ou d’urgence sanitaire.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4096 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
