Overview: DT Global is seeking a Cost and Pricing Manager to lead the the proposal budgeting process for business development efforts. The Cost and Pricing Manager will be responsible for the complete development of complex financial proposals including the budget, budget narrative, cost/price analysis of partner budgets, partner documentation, cost documentation and coordination with the proposal team members. The Cost and Pricing Manager will lead the development of budgets and templates as well as conduct analysis of donors and solicitations to ensure proposals are compliant. Candidates must have strong bid development skills and past experience in developing and pricing proposals. This position will report to the Director of Cost and Pricing.

Tasks and Responsibilities:

  • Review and analyze the financial requirements of a solicitation and develop questions to the client to clarify submission instructions.
  • Work with technical team on developing a rough order of magnitude (ROM) budget to inform a strategic approach to pricing the project.
  • Gather, research, analyze and document all cost assumptions for cost proposal. Conduct market research and cost/data gathering for countries, program work and subcontractor price reasonableness.
  • Develop and revise complex proposal templates and budgets in accordance with donor requirements, while utilizing advanced excel spreadsheet techniques.
  • Lead the proposal cost, pricing, and budget development process for assigned bids, ensuring competitive, responsive and realistic proposal budgets.
  • Write explanatory budget narratives to accompany budgets.
  • Schedule and manage proposal budget meetings making recommendations to technical teams to assure development of competitive proposal consistent with requirements and policies.
  • Ensure proposals comply with DT Global corporate policy and practice.
  • Manage assigned subcontractors as a part of the proposal process and perform activities including developing budget templates, providing budget assumptions, negotiating budgets, reviewing budgets and notes, and ensuring final submissions conform to client requirements.
  • Provide ongoing formal and informal training to Program and Technical Leaders on cost proposal development and compliance.
  • Provide capacity-building to partner organizations on proposal budgeting, proposal procedures, cost documentation and related issues.
  • Liaise with contracts and accounting/finance staff for operational inputs on proposal development.
  • Conduct desk research and analysis on US Government and other donor regulation polices including, but not limited to, Federal Acquisition Regulation (FAR), Agency for International Development Acquisition Regulation (AIDAR), and US Department of State Standardized Regulations.
  • Assist colleagues with other budget development activities such as contract/subcontract budget modifications, task orders and pipeline analyses and reviews project budgets as needed during non-proposal periods.

Education & Minimum Qualifications:

  • Bachelor’s degree in international development, international relations, economics, business, or a related field; or equivalent combination of education and relevant experience
  • Minimum 5 years of experience managing proposal cost/pricing for a USAID implementer.
  • Strong understanding of USAID rules and regulations, including familiarity with the FAR, AIDAR, DSSR, and CFR.
  • Working knowledge of all contract types including: CPFF, CPAF, FFP, T&M and IDIQ.
  • Experience working under hard deadlines and managing multi-deliverable projects.
  • Working knowledge of various project financial indicators and accounting principals
  • Ability to think critically through complex business problems and communicate your work to a diverse audience including clients, partners, technical experts, proposal managers and executives.
  • Ability to take full ownership of the cost volume with minimal oversight.
  • Strong Microsoft Excel skills, including experience using logical functions and named ranges.
  • Excellent interpersonal skills: ability to work independently and effectively lead multiple teams.
  • Strong leadership, communication, and strategic thinking skills.
