The Opportunity

Trócaire has an exciting and well-established programme in the DRC. Trócaire has been working with national and local actors since the mid 1990s and opened a liaison office in Kinshasa in 2008. We moved the Country Office to Bunia, Ituri Province in 2015 to be closer to our partners and communities we support. More recently, we have come to recognise that, in order to leverage funds and to engage in national level coordination and advocacy, we require senior level representation in three key locations across DRC: Bunia, Goma and Kinshasa.

The country programme currently partners with 12 national and local organisations across 3 of the 5 zones in Ituri Province. The focus of the programme is upon building peace and resilience, through sustainable livelihoods, promoting women’s voice and influence in local decision-making processes, protection against sexual and gender-based violence and by providing humanitarian assistance to displaced communities through cash transfers, WASH, emergency food security & livelihoods activities. Core to Trócaire’s partnership approach in the DRC and globally is the support of local civil society organisations to strengthen their institutional, financial, technical, and managerial capacities. DRC is a member of Trócaire’s Portfolio on Fragile & Conflicted Affected States together with Sudan, South Sudan, Ethiopia, Somalia, Lebanon/Syria and Myanmar

What we can offer you:

Trócaire offers a competitive package of salary and benefits including pension scheme. This position is unaccompanied.

Reporting to the Head of Portfolio, Fragile & Conflict Affected States, you will lead a team of 20+ dedicated professionals and manage a diverse portfolio of 12 local and national partners. Located in Kinshasa, this role entails frequent travel to Bunia, to visit partner, project, and community sites, and to Goma, as well as periodic travel outside the DRC.

Requirements

  • A minimum of 5+ years of management experience in humanitarian operations at senior or Country Director level.
  • Demonstrable experience managing large-scale humanitarian / development programmes
  • Proven leadership skills, with the ability to motivate staff and align them behind shared objectives
  • Strategic thinking and problem-solving abilities, with the capability to develop country-level strategies
  • Proficiency in budget and financial management
  • In-depth understanding of programming in a partnership model and working with partnership-based NGOs
  • Experience in attracting institutional donor funding and managing large and complex donor grants
  • Sound and up-to-date knowledge of humanitarian / development concepts, methodologies, and techniques, including results-based management, rights-based approaches, and participatory methodologies
  • Interpersonal and relationship management skills for internal and external stakeholders
  • Excellent verbal and written communication skills, including presentations, media communication, and report writin
  • Proficiency in Microsoft packages (Word, Excel) and aptitude for learning new digital tools and platforms
  • Fluency in spoken and written English and good spoken and written French

Qualifications (Essential)

  • Third-level qualifications in a relevant field (e.g., International Development, Business Administration, Social Sciences)
  • Qualification by experience may be considered in lieu of formal qualifications

  • Ability and willingness to travel regularly within the DRC and internationally, including travel to Trócaire’s offices in Ireland.
