Position Summary
The Data Management Advisor will primarily support the USAID Bureau for Global Health, Office of Policy, Programs, and Planning, Program Implementation and Budget Management Division as a Credence Institutional Support Contractor (ISC).
The U.S. Agency for International Development (USAID) continues to be at the forefront of the U.S. Government (USG) response in the fights against HIV/AIDS, Malaria, Infectious Diseases and Nutrition Deficiencies, as well as a worldwide leader in international Family Planning and Reproductive Health and Maternal and Child Health. One key element of these Agency health initiatives is the ability for worldwide Agency Missions to integrate Washington-managed contracts, agreements, and grants into their Mission portfolios. The management tool that makes this possible is the Agency Field Support System. For many years, the Agency Field Support System has been expanded to include Washington-managed implementing mechanisms from all technical sectors as well as the health sector. In FY 2023, the Agency Field Support System tracked and coordinated over $1.5 billion of Mission requirements.
The Data Management Advisor coordinates all aspects of the Agency Field Support System, implements day to day tasks and ensures robust quality assurance and quality control measures, and provides customer service, training and technical advice to over 750 system users overseas and in Washington. The Data Management Advisor also closely coordinates activities of the technical contractor that operates and maintains the secure, web enabled, database that makes the Field Support System possible.
The Data Management Advisor serves in the Program Implementation and Budget Management Division (PIBM); Office of Policy, Programs, and Planning (PPP); Bureau for Global Health (GH). The Data Management Advisor works under the overall technical oversight of the Chief of PIBM and works closely with program staff, Agreement/Contract Officer Representatives (A/CORs) and technical teams within the Bureau for Global Health. The Advisory also works closely with other Pillar Bureau key field support personnel, Regional Bureau Program Officers, and Mission Program Office teams on all field support related tasks.
Salary Range
Full salary range for this position is $94,900 to $147,940 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.
Responsibilities include, but are not limited to the duties listed below
Serve as Field Support USAID (FS-AID) system coordinator and primary point person for all aspects of the Agency Field Support System.
- Provide detailed guidance to all FS-AID users including schedules and milestones for Mission and Washington actions and for validating and updating Mission user lists.
- Train FS-AID Mission, Regional Bureau, and Pillar Bureau users, and advise them on how best to operate and use the system including how best to manage their field support actions and requirements.
- Support Mission users by facilitating planning, validating, and tracking field support requirements as well as maintain cordial and collegial contacts with key Mission system users around the world for many of whom English is a second language.
- Support Regional Bureau users by ensuring they can coordinate and validate all Mission funding allowances and distributions in the Agency’s accounting system.
- Support Pillar Bureau users by ensuring they create, validate, and process Mission-funded GLAAS requisitions for Washington-managed agreements directly from FS-AID.
- Coordinate investigation with the FS-AID system technical support contractors to resolve system technical and operational problems that arise.
- Provide timely and accurate resolutions to all user identified problems with the system including quality assurance for all database requests and related actions.
- Validate, enter, and update agreements in the system and retire expired agreements from the system.
- Control and maintain auditable records of all access and roles granted to FS-AID system users.
Serve as GH Key Support Person for all Field Support transactions
- Serve as GH’s FS-AID key support person on all transactions posted in the Field Support system.
- Coordinate, accept/reject Mission Field Support requests (for GH managed agreements) as approved/disapproved by GH’s contract representatives, and validate requests with GH’s contract representatives.
- Coordinate with Regional Bureaus to confirm Mission unobligated field support funding is authorized by Regional Bureau key personnel, and allowed and distributed correctly in the Agency’s accounting system.
- Ensure Mission Assistance Agreement accounting lines are identified properly and authorized in the field support database. The Advisor will seek to confirm that there are sufficient funds to process field support requests.
- Create procurement requisitions for authorized field support requests for GH and route procurement requisitions in the Agency’s procurement system to GH program managers.
- In FS-AID, amend committed and sub-committed requests as well as update uncommitted and un-sub-committed requests as required.
- Monitor all FS-AID commitments and sub-commitments and confirm all requests are obligated or sub-obligated by end of fiscal year.
Education, Requirements and Qualifications
- Master’s degree and 6 years, Bachelor’s and 10 year, Associate’s and 12 years, or high school and 14 years of relevant experience.
- US Citizenship with the ability to obtain, at a minimum, a Secret clearance.
- A working knowledge of USAID budget coding methods and management of funds from allocation to obligation.
- A working knowledge of USAID procurement policies and processes.
- Experience using FS-AID, GLAAS, and Phoenix.
- An understanding of ADS 300 and ADS 302 as it pertains to field transfer of funds to USAID/Washington and the field support process.
- Experience authoring instructive and educational documents such as Standard Operating Procedures (SOPs).
- Demonstrated time management, teamwork, analytical and negotiation skills.
- Demonstrated excellent written and oral communication skills.
- Demonstrated cross-cultural awareness and working with diverse teams.
- Strong interpersonal skills are required.
- Demonstrated ability to work across teams from USAID Washington Bureaus and worldwide Missions.
- Candidate must possess excellent judgment, maturity, creativity, and problem-solving skills.
- Ability to work independently with minimal supervision.
- Ability to travel internationally and/or domestically as needed
