Background and Organizational Context

The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025, UNHCR will become a trusted leader on data and information related to refugees and other forcibly displaced and stateless persons, thereby enabling actions to protect, include and empower them. The Global Data Service (GDS) translates UNHCR’s data vision and strategy across the organization.

The Data Policy Associate will report to the Senior Data Policy Officer in the Norms & Standards Section (NSS) of the Global Data Service (GDS). In close consultation with relevant HQ Divisions and Entities, the NSS Standards & Policy Unit leads and coordinates the development of policies, guidance and standards on data-related topics under the GDS’ areas of responsibility in order to promote responsible and effective approaches across UNHCR. The NSS DIMA Coordination & Support Unit provides support and guidance to Data, Identity Management and Analysis Units (DIMAs) in Regional Bureaux, and enables effective collaboration between HQ, DIMAs, and Operations on cross-cutting data issues of strategic and operational importance. The NSS Risk & Oversight Unit serves as Risk Focal Point for the GDS and coordinates GDS inputs and engagements to various types of audits and evaluations. Embedded in the Global Learning and Development Center (GLDC) in Budapest, the NSS Capacity Development Unit supports UNHCR’s efforts to strengthen data literacy and culture across the organization. NSS also has a presence in the New York Office to ensure UNHCR’s engagement and representation in inter-governmental and inter-agency processes in UN Headquarters. Through these core portfolios, NSS contributes to achieving the vision and objectives set in UNHCR’s Data Transformation Strategy 2020-2025.

Duties and Responsibilities

• Support the development, revision, documentation and dissemination of official and non-official guidance and standards on data, liaising as needed with GDS, other HQ Entities, external actors, and the Transformation & Change Service Policy Coordinator.
• Provide support to Regional Bureau DIMA Units, including by planning, delivering and documenting various types of HQ-DIMA meetings/events and managing queries and requests related to DIMAs.
• Provide support to GDS risk and oversight activities and reporting requirements, including internal and external audits and evaluations, the UNHCR Strategic Risk Register, and the GDS Operational Risk Register.
• Provide support services to UNHCR data governance structures and coordination fora.
• Support the development of products and documents for NSS workstreams and reporting requirements, such as concept notes, briefing notes, presentations, and content for communities of practice on MS Teams, SharePoint and the Intranet.
• Support effective communication, collaboration and knowledge management within NSS, as well as between NSS and other GDS Sections and HQ entities.
• Perform other related duties as required.

Essential Minimum Educational Level, Qualifications and Professional Experience

Training/professional certificate in the following fields:

Business Administration Social Science Law
International Relations Political Science Public Policy
Economics Statistics Demography
Data Science Information Management Development
Communication Information Technology or other relevant field

Required Experience
• 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.
• Relevant work experience in the area of guidance and standards, risk management, audits and evaluations, project monitoring, and/or other relevant fields.
• Demonstrated experience in compiling inputs and drafting documents such as guidance, presentations, reports, and/or communication products.
• Experience in designing, planning and managing projects and consultation processes.
• Experience in engaging with internal and external stakeholders with targeted communication.

Desirable Experience
• Experience in the areas of humanitarian response, development, peace or diplomacy at the country, regional or HQ level.

Key Competencies

Required:
• Good awareness and understanding of UNHCR’s mandate and operations.
• Basic understanding of humanitarian data and its associated concepts, systems, processes and tools – either within UNHCR or other similar organizations.
• Strong drafting and communication skills in English.
• Strong project management skills, including organizational, planning, communication and coordination skills.
• Ability to address multiple tasks in a courteous and service-oriented manner for a diversity of stakeholder groups.
• Strong inter-personal skills and team orientation, with a demonstrated capacity to work collaboratively in a high-paced environment with shifting priorities.
• Ability to manage qualitative and quantitative information with attention to detail for errors and outliers.
• Ability to use Microsoft Office Suite applications (Outlook, Word, Excel, PowerPoint), including Office 365 collaboration tools (MS Teams, SharePoint)
• Fluency in English.

Desired:
• Familiarity with one or many data topics under the GDS AoR, i.e., information management, registration, identity management, statistics, surveys, data science, data responsibility, and data protection.
• Good data visualization and data presentation skills
• Basic knowledge of statistical methods and tools
• Knowledge of another UN working language.
