The Millennium Challenge Account (MCA) in Zambia, collaborating with the Government of the Republic of Zambia and the Millennium Challenge Corporation (MCC) of the Government of the United States of America, delivers projects under the $491.75 million Farm to Market Compact (Compact) that promotes agriculture and agro-processing in the country through the implementation of the Roads and Access Project, Asset Finance Project, Agriculture Policy Reform and Institutional Strengthening (Ag PIR) Project, and American Catalyst Facility for Development (ACFD) Project. Deputy Chief Executive Officer, Administration
Position Objective
The Deputy Chief Executive Officer (DCEO), Administration plays a pivotal leadership role in steering the organization’s administrative functions. Collaborating closely with the government and the Millennium Challenge Corporation (MCC), the DCEO, Administration ensures the seamless execution of projects under the Compact, addressing critical development challenges in the country.
The DCEO, Administration oversees the organization’s administrative services, including strategic planning, financial management, human resources, and stakeholder communication. The DCEO, Administration ensures alignment with MCC guidelines, compliance with local legislative requirements, and adherence to international best practices. The role emphasizes transparency, efficiency, and accountability, fostering a culture of excellence within the MCA and contributing to successfully realizing the organization’s mission and objectives. The DCEO, Administration acts as a bridge between various departments, stakeholders, and external partners, ensuring that administrative processes support the timely and effective implementation of MCA projects. By fostering collaboration and innovation, the DCEO, Administration helps create a responsive and responsible administrative framework that enables the MCA to achieve its goals and impact development within the country. The DCEO, Administration reports directly to the CEO and is accountable for implementing MCC policies and procedures that promote environmental sustainability and social gender inclusion throughout the organization’s operations.
Primary Responsibilities
- Develop and implement administrative strategies in alignment with MCA’s mission and objectives.
- Collaborate with various departments to ensure cohesive planning and execution of projects.
- Oversee budget planning, allocation, and financial reporting to ensure fiscal responsibility and alignment with organizational goals.
- Monitor financial performance and implement corrective actions when necessary.
- Lead the HR team in recruitment, training, performance evaluation, and staff development.
- Work with the MCA General Counsel to ensure compliance with local labor laws and MCC guidelines and foster a positive and inclusive workplace culture.
- Ensure transparency and effective communication regarding MCA’s activities and decisions.
- Identify potential administrative and operational risks and develop strategies to mitigate them.
- Coordinate with internal and external auditors to ensure compliance with financial regulations.
- Oversee the management of facilities, procurement, and logistics to ensure smooth operations.
- Develop and enforce administrative policies and procedures per MCC guidelines and local regulations.
- Monitor compliance and take corrective actions as needed.
- Foster a culture of collaboration, innovation, and excellence within the administrative team.
- Provide mentorship and guidance to team members, encouraging professional growth and development.
- Prepare comprehensive reports detailing MCA’s administrative activities, financial status, and project progress.
- Present reports to the executive team, the Board of Directors, and other stakeholders.
- Oversee the daily tasks and responsibilities of the HR Director and Information Technology Manager.
Required Competencies
- Advanced University degree in Business Administration, Public Administration, Management, Social Sciences, Economics, Development Administration, International Development, Non-for-Profit Management, or another related field is required.
- Professional certifications in management, administration, or related fields are strongly desired.
- Minimum of nine (9) years of senior leadership experience in administration, management, or a related field with a proven track record of successfully leading and managing diverse teams.
- Extensive experience in providing operational support to large-scale projects, preferably in development sectors. Familiarity with project management methodologies and tools.
- Experience engaging with various stakeholders, including government officials, donors, and community leaders.
- Proficiency in project management software/applications and management information systems.
- Fluent written and verbal communication skills in English. Communication skills in local language(s) are strongly desired.
